- The Naval Air Warfare Center Weapons Division (NAWCWD), Pt. Mugu, CA, intends to award on an other than full and open competition basis, a 5 year Firm Fixed Price contract to Meggitt Defence Systems Canada, Inc. (MDSC), Medicine Hat, Alberta, through Canadian Commercial Corporation, for the supplies and services of Unmanned Aerial Vehicle (UAV) and Unmanned Surface Vehicle (USV) targets in support of the United States Navy Technical and Evaluation (T&E) events and operations. The contractor shall provide slow-speed, low-altitude Unmanned Aerial Vehicles (UAVs) with a helicopter augmentation device including high diver variant and multiple operational deployment capability. This action shall provide up to thirty-five target deployments and provide all UAV and/or USV presentations as a turn-key operation including vehicle preparation, target launch, operational control, and recovery at multiple Navy locations. This sole source acquisition is in accordance with FAR 6.302-1. UAV and USV target control stations are proprierty to MDSC and they are the only source that can perform this effort without either substantial duplication of cost or unacceptable delay to the government. Additionally, MDSC is the only source that possesses the skills and experience required to integrate and operate contractor-owned Vindicator II systems and Helicopter Radar Signature Simulator beacon. Award to any other sources will required substantial training to meet the skills currently possessed by MDSC; extensive and time-consuming testing scenarios to assure U.S. requirements could be met and target control systems made compatible with U.S. Navy Operating Test and Evaluating Ranges including frequency allocation approvals; and substantial time and cost to study, meet, and comply with existing Range Safety and environmental requirements. Award is anticipated in September 2012 timeframe. The solicitation or Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 29 March 2012. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the UAV and USV targets for the Navy's operational deployment test events may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-12-R-0018 and clearly show the firms capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, and delivery of the products/services.
