- Responsibilities and Duties: Coordinate the processes by which OTA formulates and monitors the execution of its budgets for international technical assistance projects. This includes the annual budget formulation process for projects funded by OTA's direct appropriation, known as TIATA, as well as the quarterly TIATA review to monitor budget execution and progress of project implementation. The position will also be responsible for overseeing the development, submission, and execution of interagency agreements and budgets for projects funded by other sources, such as the State Department and USAID. This will require close coordination with the technical assistance teams and OTA's finance staff to ensure that budgets are properly allocated and executed in the financial management system. Manage OTA's annual program assessment process. This includes the dissemination, collection, and analysis of project performance information for each of the program's international technical assistance projects. The position will act as the point of contact with the Department's central budget office for performance management issues and is responsible for OTA's submission to the Department-wide budget and performance measurement exercise. Maintain a comprehensive list of all OTA projects for use by OTA management and outside stakeholders. This requires ongoing collection and consolidation of project information into a summary document that identifies key information for each project, including the country, project objectives, advisors, funding sources, and start/end dates. Provide ad hoc reporting and an analysis on budget, performance management, and programmatic issues. Monitor the allocation of logistical support costs among the projects and work with the teams and the logistical support manager to keep the cost properly aligned. Performing other work as needed in program administration. Some travel may be required. Qualifications: · BA in business, accounting, finance or public administration or related field required with Masters preferred · 2-3 years in public sector budgeting experience. Experience in developing countries will be viewed positively · Self-starter with ability to work independently · Exceptional analytical and problem solving abilities · Strong knowledge and understanding of budget management systems, the relationship of budget to other financial processes, best practices and a variety of budgeting disciplines such as performance and program budgeting · Proficient in use of personal computers and MS Office Products and general office equipment · Strong communication and interpersonal skills Candidate must be a U.S. citizen. SALARY AND BENEFITS : Salaries are negotiable in accordance with government regulations based on demonstrated salary history. The salary range is from $51,650 to $97.333 (at equivalent hourly pay).
