- Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) contract to BAE Systems Information and Electronic Systems Integration, Inc. (BAE Systems), Greenlawn, NY, for the supplies and services required for delivery, installation and testing of five (5) French E-2C compatible AN/APX-122A Mode 5/S Interrogator units in support of NAVAIR PMA-231 E-2C Hawkeye Program for the Government of France. The supplies and services to be procured include non-recurring engineering required for the development of French E-2C compatible AN/APX-122A IFF Mode 5/S Interrogator, participation in Northrop Grumman Systems Corporation (NGSC) E-2C AN/APX-122A IFF Mode 5/S Interrogator developmental laboratory work and associated integration laboratory testing, software modifications required for compatibility with the French E-2C aircraft, technical data, and post-installation ground and flight testing technical support. The contract includes a 15 month base period for the procurement of one (1) laboratory development unit and data, and one twenty-eight (28) month option period for the procurement of four (4) aircraft production units and data. BAE Systems is the sole designer, developer, and manufacturer of the AN/APX-122 Interrogator and is the only firm with the requisite technical data rights, tooling, test facilities, and in-depth knowledge of the designs necessary to resolve safety, reliability, and readiness problems in a timely fashion. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
