Description
The Army Contracting Command - Rock Island (ACC-RI) intends to modify a bridge contract to extend the period of performance of the Counterinsurgency Advisory and Assistance Teams (CAAT) services in the Afghanistan Theater of Operations (ATO). This extension is due to a protest filed against the award made under full and open competition, RFP W52P1J-11-R-0071. The CAAT requirement is to provide Logistical Specialist Services; Knowledge Management; Information Management; Intelligence, Operations, and Strategic Analysis; and various Advisory services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The current contract is scheduled to expire on 14 March 2012. The bridge contract will have an estimated period of performance of a two (2) month extension period of performance from 15 March 2012 through 14 May 2012 with a potential of three (3) one month option periods. The extension will provide for continuation of uninterrupted services to the CAAT services described above until the protest is resolved. This notice of intent is not a request for competitive proposals and no solicitation is available. Not awarding this extension would cause serious harm to the Government. However, the Government will consider responses from all responsible sources received by the date and time identified. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source extension described in this notice, and such determination shall be made at the sole discretion of Jake Adrian, the Procuring Contracting Officer.
