- Description
- The Social Security Administration (SSA) intends to negotiate solely with Rexel Electrical and DataCom, Inc. located at 521 Progress Drive, Suite K, Linthicum, Maryland 21090 for an upgrade to the installed Supervisory Control and Data Acquisition System (SCADA) located at the SSA National Computer Center (NCC) Utility Building at headquarters in Baltimore, Maryland. This requirement falls under the authority of Federal Acquisition Regulation (FAR) 13.106(1)(b)(1) " For purchases not exceeding the simplified acquisition threshold, the contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." This acquisition is for the purchase of the Rexel SCADA system at the NCC utility building. This will be an upgrade to the currently installed system at the NCC. Rexel Electrical & DataCom, Inc. is the Contractor that maintains the existing SCADA system at the NCC utility building and has all programming/software proprietary rights and licenses. The NCC SCADA is a supervisory control and data acquisition system that maintains plant operations and readiness overseeing several different manufactures equipment and electrical subsystem to ensure communication programming is established. The SCADA process allows full communications with all engineering equipment to maintain plant readiness for emergency operations to protect the mainframe computers for electrical and cooling failures. The SCADA system upgrade will require new software programming, software licensing, and technical Information Technology (IT) Support. Written responses to this Notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. A solicitation is NOT available. Therefore, the Government will not honor written and/or verbal requests for copies of a solicitation related to this announcement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Based on the information received, the Government will determine whether to conduct a competitive procurement. The Government will NOT notify Respondents of the results of the information received. You must submit your responses to this notice by TUESDAY, FEBRUARY 28, 2012 at 10:00 AM EST. You may send responses via E-MAIL ONLY to the point of contact listed below.
