Description

Design-Build Niche Columbarium at Camp Butler National Cemetery Located in Springfield, Illinois THIS REQUEST FOR PROPOSAL IS RESTRICTED AS 100% SET-ASIDE FOR SERVICE DISABLED VETERAN-OWNED BUSINESS. This Request for Proposal (RFP) will be issued to obtain contractor qualifications for which a contract, by means of negotiated firm fixed-price will be awarded. A contract will be awarded to the best value offeror in accordance with FAR PART 15 and 36. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA-786A-12-R-0008 for the following: The contractor shall provide all labor, materials, tools, equipment, supervision and design-build services necessary for design and construction of 1,000 pre-cast concrete Columbarium Units. The Columbarium units shall be standard 10 ½" wide by 15" high by 20" deep and shall include smooth-face limestone caps, letter signs and marble niche covers with stainless steel rosettes, mounting hardware and shall meet the requirements set by the drawings and specifications. Attached columbarium rendering and details are to be used as a guide only. Columbarium wall facing shall match the existing brick wall at the site. The 1,000 marble niche covers to be government-furnished but shall be installed by the contractor. Due to long lead time for delivery of niche covers, the contractor shall notify the contracting officer's representative very early in the project the approximate time of installation of the niche covers so the VA can order timely. The contractor shall reference the attached detail drawings as a guide for design. The project will also include, but not limited to structural (foundation, pilasters and sidewalk), civil (erosion and sediment control, landscaping, grading, irrigation and drainage). The contractor is to develop 3 VA design concepts for review and approval (review comments shall be incorporated for final acceptance of concept drawing), prepare construction documents and construct the Columbaria. Contract drawings (design) must be approved prior to building. Site furnishings such as benches, flower and trash vases, shall be Victor Stanley or approved equal. COST MAGNITUDE: The magnitude of this project is between $1,000,000 and $5,000,000. CONTRACT DURATION: Performance period is 365 calendar days from date of receipt of Notice to Proceed. NAICS CODE: 237990SIZE STANDARD: $33.5 OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation, specifications and drawings will be released for issue on March 15, 2012. All prospective offerors MUST register themselves on the website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
