- 1. INTRODUCTION / PURPOSEThe Federal Aviation Administration (FAA) has a requirement for an infrastructure Energy Information Management System (EIMS) as outlined in the Draft Statement of Work (SOW). The EIMS will be installed in the National Airspace System (NAS) Laboratories at the William J. Hughes Technical Center in Atlantic City, NJ. The installation is expected to begin in April, 2012, and Phase 1 must be complete and fully operational by September 30, 2012. 2. INCUMBENT CONTRACTOR N/A 3. NATURE OF COMPETITIONThe acquisition strategy for the procurement has not been determined at this time. The FAA anticipates the procurement to be set-aside for competition among small business concerns. This determination for the level of competition will be based on the results of the market survey. 4. STANDARD LANGUAGEInterested companies are reminded that - (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor's expense 5. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS)CODEThe projected NAICS code for this requirement is 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with an applicable size standard of 500 employees. 6. SUBMITTAL REQUIREMENTS FOR MARKET SURVEYInterested companies are required to submit the following: (a) Capability Statement - Submit a summary of your firm's capability in meeting the FAA's requirement as described in the attached Draft SOW. Please include: (i) comments on the requirement (where appropriate), (ii) technical approach (including timeframe), (iii) corporate experience with this type of work in a campus setting; also include your capability and previous success with implementation of such a system containing equipment similar to that listed in the attached List of Equipment, (iv) system support information (e.g. license requirements, upgrade information, required/optional software packages, scalability, system administration, recommended training requirements, etc.), and (v) Rough Order of Magnitude (ROM) cost/price estimates for each of the six (6) priority levels as identified on the attached List of Equipment. The capability statement should not exceed twenty (20) pages in length. (b) Samples of Software Output - Submit a brief package of the output capability of your firm's analysis software. Provide samples of output that may be unique to your System. This should not exceed ten (10) pages. (c) Business Declaration - Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. 7. DELIVERY OF SUBMITTALSVendors must contact the Contracting Officer, Daniel Farrell, with any questions regarding this market survey at daniel.farrell@faa.gov; no phone calls please. All submittals must be received via email (at daniel.farrell@faa.gov) by no later than 12 PM (EST) on Thursday, March 8, 2012. 8. OTHER (a) The FAA expects to issue the final solicitation in late March 2012. Vendors are cautioned that the FAA intends to distribute the Solicitation Information Request (SIR) only to those vendors considered capable based on the results of this market survey announcement. (b) The onus for demonstrating capability lies with the potential offerors. Offerors will be deemed "incapable" if the FAA can not reasonably expect the offeror to successfully achieve the objectives. Firms that are determined to be incapable, will be notified in writing and eliminated from further consideration. (c) The FAA will not be conducting a site visit prior to submittals in response to this market survey announcement. (d) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team.
