- Approved J&A This will be a sole source contract to Concepts ETI, Inc. DBA Concepts NREC (SB). The FEDS is a turbo-shaft engine test stand which uses automated data acquisition/instrumentation and air dynamometer technology to test and verify flight readiness of turbine engines removed from aircraft for maintenance. A component of the FEDS is the VAROC 250 dynamometers. The Army manages sixteen VAROC 250 Dynamometers required to test the Army's large helicopter engines. Because of additional requirements for testing upgraded and new engines, the VAROC 250 needs to be upgraded to meet new capability requirements.
