- The Naval Air Systems Command (NAVAIRSYSCOM) intends to execute a contract action to Rockwell Collins, 400 Collins Road NE, Cedar Rapids, IA 52498-0001, on an other than full and open competition basis for the effort associated with non-recurring software engineering required to upgrade the current VH-3D unique cockpit avionics system architecture to a Common Avionics Architecture System (CAAS) for eleven (11) VH-3D aircraft, also referred to as the VH-3D Cockpit Upgrade Program (CUP). A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.' As the original equipment manufacturer and system integrator of the Common Avionics Architecture System, Rockwell Collins is the only known source with the requisite knowledge, proprietary technical data, and expertise in the Common Avionics Architecture System design and operation to meet the Navy's requirements for a common, single cockpit across all VH aircraft (VH-60Ns and VH-3Ds). A common cockpit across both VH platforms will increase safety of flight by allowing pilots and aircrew to transition between aircraft in a seamless manner, and reduce the logistics footprint in the areas of training, materials management and maintenance responsiveness. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action, based upon responses to this notice, is solely within the discretion of the Government.
