- Description
- The USPS is soliciting proposals for a chiller replacement at the Hartford Processing & Distribution Center (P&DC), 141 Weston Street, Hartford County, Hartford, Connecticut. Work includes, but is not limited to, providing all material, labor, and equipment necessary to: remove and replace existing absorption chillers and all associated controls; upgrade electrical power and controls to integrate with central system; upgrade heating plant and repair air handling equipment as required to coordinate with new chillers. Estimated cost of the work is between $500,000 and $1,750,000 with construction completion no later than one hundred fifty (150) calendar days after receipt of the Notice to Proceed. There will be a pre-proposal meeting for this project held on March 6, 2012 at 10:00 a.m., Hartford P&DC, 141 Weston Street, Hartford, CT. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Donald T. Brunetti, USPS Manager, Maintenance, at (860) 524-6248. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. NOTE: The attached USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $500,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the construction business under the company's present name for a minimum of five (5) consecutive years. Prior Experience: Contractor must provide two examples of being the prime contractor of similar type chiller replacement projects with a dollar range of $500K to $1.75M. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing of facilities. Once a supplier completes the registration process, the Postal Service will review the entry within one (1) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to March 5, 2012 at 11:59 PM (EST). Each organization must "accept" the Invitation in order to place a bid in Emptoris. Any required documentation may be attached to your bid after submitting total dollar amount of bid in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
