Description
GENERAL CONTRACT INFORMATION: This is a pre-solicitation notice to be issued as a request for quote of a government requirement for the Bureau of Indian Affairs, San Carlos Irrigation Project, Coolidge, AZ. NAICS Code will be 213111 and the size standard is 500 employees. The acquisition is 100% set-aside for small business. The procurement will be conducted utilizing the lowest acceptable price received from contractors. The government intends to award a contract without discussions. The Service Contract Act (SCA) applies to the acquisition and the wage determination issued by the Department of Labor (DOL) will be incorporated into the executed contract. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the requirement is cancelled, all proposal preparation costs will be borne by the contractor. Responders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, and/or final award process based on decisions related to DOI and BIA changes. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for a government contract - the link can be found at http://www.ccr.gov/ and we advise potential contractors to begin the registration process when they prepare their quote to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a contractor is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful contractor registered in the CCR database. Refer to FAR 52.212-1, Instructions to Offerors - Commercial Items, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." Contractors are also required to complete the certifications at the Online Representations and Certifications Application (ORCA) website located at https://orca.bpn.gov/ by the time the contracting officer is ready to award the contract. Failure to complete the representations/certifications will result in the contractor's quote being non-responsive. The anticipated posting date of the solicitation to the Federal Business Opportunities and NBC Website (solicitation number A12PS00581) will be on or about March 5, 2012 (subject to change) and quotes will be due on or about March 20, 2012 (subject to change). The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC Website at http://ideasec.nbc.gov/. NO HARD COPY DOCUMENTS WILL BE ISSUED. Quotes must be delivered (if submitting by courier, USPS, UPS, DHL or FedEx) to San Carlos Irrigation Project, 13805 North Arizona Boulevard, Coolidge, AZ 85127, Attention: Gary A. Haynes, Contract Specialist. Email quotes must be received by the closing date/time stated in the RFQ. Facsimile quotes will not be accepted. Reference the solicitation number (A12PS00581) on your documentation. GENERAL DESCRIPTION OF WORK: The Bureau of Indian Affairs (BIA), San Carlos Irrigation Project (SCIP) located in Coolidge, AZ, has a need for a certified well driller to conduct abandonment activities for Well No. 14 located west of Addaway Road, 135 ft WNW of power pole 6556. This well has been considered abandoned for some time now due to its inability to effectively produce pump water for the project. Currently the well has a concrete pad and a casing with a welded metal cover temporarily serving as the cap to the exposed unsafe well casing. The work consists of properly abandoning the open column of Well No. 14 as described in the Well Abandonment Handbook provided by the Arizona Department of Water Resources. For a complete list of requirements to include specifications, permitting, etc. contractors should refer to the statement of work and/or specifications when the solicitation is issued.
