Description
This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals under the authority of FAR 6.302-1. The National Institutes of Health, Department of Laboratory Medicine intends to solicit a quote and enter into a purchase order with NPE Systems Inc., doing business as, Blue Ocean Biomedical, LLC, Pembroke Pines, FL, 33027-1716, DUNS# 051030281 for the acquisition of a flow cytometer with the capacity to pipette, stain and run blood samples in one single unit, with minimal hands on efforts. The following specifications are necessary with the requested instrumentation: 1. Automated, load & go cell analysis systems for immune monitoring 2. Load and Go sample processing 3. Combine automated sample preparation and analysis in one instrument 4. Integrated specimen autoloader 5. Time to first result (TFR) in less than 15 minutes 6. Quick reporting and resulting (within 3 minutes) 7. Compact instrumentation due to restrictions in laboratory space The National Institutes of Health, Department of Laboratory Medicine is responsible for providing clinical laboratory services for patients at the Clinical Center. The proposed vendor, Blue Ocean Biomedical, LLC, is the only known manufacturer of a flow cytometer, the Blue Ocean (BO) CR 300, that is a fully automated single platform instrument used for CD4/CD8 and TBNK testing. Blue Ocean "Load &Go" technology integrates sample preparation and cellular analysis into one single unit. The instrument performs daily quality checks to ensure the validity of the generated data. The system checks for optical, fluidic, and electronic stability within the system before running samples. The system will substitute the use of two other instruments, saving money and technologist time. The award for the stated instrument will be made on/or before March 9, 2012. Small businesses are encouraged to respond to this notice if they are capable to meet the needs of this requirement. The Government shall consider all responses received prior to the close date of this announcement.
