Description
ELEVATOR INSTALLATION NAZARIO COURTHOUSE, HATO REY, PUERTO RICO THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Proposals. The Government is not obligated to and will not pay for information received as a result of this announcement. If no responses are received from potential sources or if the responses of potential sources is determined to be inadequate, GSA under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (only one responsible source, and no other supplies or services will satisfy agency requirements), intends to negotiate and procure the following services on a sole source basis from Fusco Corporation. On May 6, 2009 GSA awarded Contract No. GS-02P-09-DTC-0022 for design build services for the High Performance Green Building Modernization and Other Alteration Work for the Nazario Courthouse and the Degetau Federal Office Building, Hato Rey, PR to The Fusco Corporation. They are the design/build firm that is currently performing major architectural, HVAC, plumbing, fire protection and electrical alterations to both the Nazario Courthouse and the Degetau Federal Office. The draft scope of work for this elevator project would be to install three (3) elevators in the Nazario Courthouse at the same time that The Fusco Corporation is performing alterations to the building. The purpose of this elevator installation would be to correct circulation conflicts for the judges, public and prisoners in the Nazario Courthouse. These circulation conflicts create security issues for both the judges and public and make the management of the prisoners by the US Marshals extremely difficult The Fusco Corporation is currently installing a complex mechanical system in the basement of the courthouse which requires testing and commissioning during the next three years when contract completion is scheduled for December 25, 2014. The phasing of the mechanical work and required commissioning and testing would have to be done at the same time the elevator installation is being performed. The installation of three new elevators will require the relocation of a significant amount of ducts and mechanical equipment, which are currently being installed by The Fusco Corporation. Part of the responsibility of the elevator design/build contractor would be to design and construct the elevators, while maintaining the integrity of Fusco's design and construction of the mechanical system in the Nazario Courthouse. Design/Build firms interested in this effort must be able to demonstrate experience (within the last six (6) years) with design build projects; major HVAC, fire protection and electrical alteration work in an occupied building; elevator construction in an occupied building; and commercial or institutional construction project experience in Puerto Rico. If you are an interested design/build firm, please provide with your Written Letter of Interest a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. •1. Does your firm meet the Small business standard under NAICS code 236220 (average annual receipts not more than $33.5 million for the past three years)? Otherwise, indicate that you are a large business firm. •2. If you are a small business, please indicate which category you are in (small business, small disadvantaged, woman owned small, HUBzone small, veteran owned small, or services disabled veteran owned small business concern). If you are not sure of the requirements for each category go to www.sba.gov. •3. In the past six (6) years, has your firm completed any projects demonstrating experience with design build projects. If yes, please provide a brief description of that experience. •4. In the past six (6) years, has your firm completed any projects demonstrating experience with major HVAC, fire protection and electrical alteration work in a occupied building. If yes, please provide a brief description of that experience. •5. In the past six (6) years, has your firm completed any projects demonstrating experience with elevator construction in an occupied building. If yes, please provide a brief description of that experience. •6. In the past six (6) years, has your firm completed any projects demonstrating experience with commercial or institutional construction projects in Puerto Rico. If yes, please provide a brief description of that experience. •7. How would your firm address site logistics and construction coordination issues related to installing three new elevators at the Nazario Courthouse concurrently with the High Performance Green Building Project that is currently underway, without impeding construction completion schedules. •8. How would your firm address warranty issues when newly installed ductwork and equipment (from the High Performance Green Building Project) is altered by your firm during the installation of the three new elevators at the Nazario Courthouse. Responses will be reviewed. However, a determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Interested construction firms should submit a Written Letter of Interest along with a response to the questions contained within this notice to Gayle Schuster, Contracting Officer.
