Description
This is a pre-solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Contractor is to provide all contract work force and equipment required to perform trash dumpster and can pick up services at Lake Lavon. Contractor's responsibility shall include, but not be limited to, all job planning, programming, scheduling, administration, QC inspection and management necessary to accomplish the required services.The Contractor is required to use trash packer type trucks manufactured for the specific purpose of pick up and hauling of refuse. The body will be stationary, permanently mounted on the truck chassis and will have a power compaction system. The use of flotation type front tires is recommended. Collection trucks shall meet the applicable standards of Municipal Solid Waste Management Regulations, Texas Department of State Health Services, as amended. If road conditions are such that a large trash compactor truck cannot be used, a pick up truck may be substituted to make regularly scheduled trash pick ups. The use of a pick up is only for emergencies and must be approved by the COR.The Contractor shall provide an adequate number of dumpsters (presently 2 yards each) in each park to accommodate the needs of each park. The Contractor shall empty all trash dumpsters at all facilities, and additionally remove and place the trash can liners of the eight (8) Corps-provided 33-gallon trash cans located at the Stilling Basin Fishing Area on MONDAYS during the Winter Season, and on MONDAYS and FRIDAYS during the Summer Season, and in accordance with the approved work schedule. There are no restrictions as to the volume or the source of the trash and refuse to be picked up. The Contractor will remove and dispose of all trash, garbage and/or refuse in and around areas adjacent to each trash can regardless of volume or source. Burning of trash in the dumpsters or cans anywhere else on Government property is not permitted. Any trash or refuse that is dropped, spilled or scattered during pick up, emptying or hauling operations will be picked up and disposed of by the Contractor as specified in the contract. Period of performance for this contract will be 365 days from date of award and 365 days for each awarded option period. This contract will have one base period with 4 option periods. The evaluation criterion for this solicitation is past performance and price, with past performance out weighing price. Range $250,000-$500,000
