Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/Mission Support Division, Norfolk, VA is issuing notice of intent to negotiate a sole source procurement with Argo Turboserve Corporation for providing five (5) each Retrofit Kits for General Electric (GE) Electric Government Remote (EGR) Controls GE Part Number DS6820EGRB-SP. The EGR controls are direct replacements for the obsolete General Electric Monitoring Systems (GEMS) for the ship's service diesel generators (SSDGs) on NOAA class of T-AGOS ships. Attempting to substitute some other type of control for the EGR would result in a significantly higher cost to the Government as other type of control would have to be specifically designed for this application. In addition, type approval would have to be sought from the American Bureau of Shipping. The required delivery date is April 1, 2012. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. Argo Turboserve Corporation has provided retrofit kits for the NOAA Ship Gordon Gunter. The components of the EGRs are proprietary to General Electric and Argo Turboserve Corporation is the only know source. Any warranty or performance issues with these EGR controls would put the Government at a severe disadvantage if another contractor were to provide another type of control. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 332999. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time, March 9, 2012. This notice of intent is not a request for competitive proposals.
