- This is a Synopsis Notice for Refuse/Integrated Solid Waste Management Services at Naval Construction Battalion Center (NCBC) Gulfport, Mississippi. The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The point of contact is Susan Smallwood, Contract Specialist, 904 542-8815; Rebecca Bond, Alternate Contract Specialist 904-542-8816 or Laura Hohbach, Contracting Officer, 904 542-3639. This solicitation number will be N69450-12-R-7587 This acquisition will result in a competitively negotiated Combination Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (FFP/IDIQ) contract using the policies and procedures of FAR Part 15. The contract term will be a base period of one year and four one year option periods, for a total contract performance period not to exceed five years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under FAR 52.217-8 Option to Extend Services clause. This acquisition is for Refuse/Integrated Solid Waste Management (ISWM) at NCBC Gulfport, MS. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The service includes; Refuse/ISWM and related services to support base operations at NCBC Gulfport, MS. The NAICS Code for this procurement is 562111 and the annual small business size standard is $12.5M dollars. This service is currently supported through contract N69450-07-D-0762, awarded in 2007 for various support services at NCBC, Gulfport, MS. The contract expires 30 Sep 2012. Any related information or historical data regarding this requirement will be provided in the solicitation and/or performance work statement. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The anticipated date of Request for Proposal (RFP) issuance is on or about 12 March 2012. The RFP will be issued as Full and Open Competition After Exclusion of Sources. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government.
