CONTRACTORS INFORMATION CONTRACTOR STATEMENT OF WORK 1. TITLE. IMAM SERVICES 2. GENERAL. a. Provide comprehensive Islamic Ministry and Pastoral Care in support of the Department for Pastoral Care Services at the National Naval Medical Center (NNMC), Bethesda, Maryland. This program shall be in keeping with the ecclesiastical requirements and tenets of Islam, in order to meet the spiritual, moral and religious needs of the NNMC Muslim community, which for the purpose of this contract is defined as patients, staff, family members and other authorized personnel. 3. BACKGROUND AND RELIGIOUS RESPONSIBILITIES OF THE COMMAND b. Under the provision of SECNAVINST 1730.7D, SECNAVINST 1730.8B, OPNAVINST 1730.1D, BUMEDINST 1730.2 the NNMC Commander is responsible for religious, spiritual, moral and ethical activities of all personnel within the command on an equitable basis. The Commander is to insure the free exercise of religion. The Chaplain designated as Department Head for Pastoral Care Services has primary responsibility to assist the Command in the planning, development and implementation of the Command Religious Program. He is aided in this task by Chaplains, Religious Program Specialists (RPs), civilian employees, and non-personal services contracted clergy. 4. GENERAL REQUIREMENTS c. Provide services as an Imam at the National Naval Medical Center, Bethesda, Maryland. This is a part-time position. Specifically, the Imam shall: 1. Provide sixteen (16) hours per week as established by the Department Head for Pastoral Care Services. 2. Provide emergency coverage as needed for Islamic patients. 5. QUALIFICATION REQUIREMENTS: d. Be ecclesiastically endorsed by the American Muslim Council, Armed Forces and Veteran Affairs, 1212 New York Avenue, North West, Suite 450, Washington, D.C. e. Be a citizen of the United States or have lawfully entered the United States for Permanent Residence. f. Be proficient in applying Islamic doctrine through verbal (English & Arabic) and written communication. g. Be experienced in providing pastoral care to hospital patients, staff and family members in a hospital setting. h. Possess strong communication and administrative skills, minimum three (3) years experience in pastoral ministry, master degree from an accredited graduate school in one of the following areas: Islamic studies, counseling, psychology or social work. i. Have knowledge, training and ability in the following areas: pastoral counseling, sermon (Khutbah) preparation and delivery, Islamic law and theology, worship leadership, ministration, clinical ministry interventions, and marriage and family ministry. j. Have experience in the following subject areas: how Islam, Christianity and Judaism can generate stronger interfaith relations by using their moral and social values to create a common base for dialogue; comparative religions; Islamic and Christian History, religious pluralism; and interfaith issues. k. Have expertise and tolerance in functioning in a religiously pluralistic, institutional environment. l. Be physically fit to enable lengthy stair-climbing and walking. m. The Government reserves the right to give final approval of all Imams proposed to serve under this contract, based on qualifications as set forth in this contract. 6. SPECIFIC REQUIREMENTS. n. The Imam will be responsible for all Islamic ministries conducted in Pastoral Care Services and will coordinate this ministry with other faith groups in the Command Religious Program. o. One (16) hour week and emergency on-call for Muslim patients) Imam, capable of all work specified herein on a weekly basis during the normal working hours, 0700-1600, who will work under the guidance and leadership of Pastoral Care Services. p. During the 16 hour week, the contract Imam shall plan, coordinate and provide Islamic ministries, including one weekly Salatu-Jama-ah (Congregational Prayer), Ramadan observances, Koran Scripture studies, memorial services for Islamic patients, pastoral counseling, patient visitation, pastoral care to patients and personnel, Islamic rites and ministrations as appropriate, and administrative work as required. Pastoral care is defined as comprehensive and in-depth ministry provided to patients, families and staff within the framework of their religious belief, to include pastoral counseling, professional consultation, pre-marriage training, and other ministries unique to the Islamic congregations. q. The contract Imam will not accept fees for performing ministrations and other rites which are performed and enumerated under the terms of this contract. Gifts and honorariums shall be deposited in the National Naval Medical Center Religious Offering Fund (ROF), unless accepted for services clearly outside the scope of this contractual agreement. r. The Imam shall attend periodic meetings with the Pastoral Care Services staff as directed by the Department Head. s. The contract Imam shall provide education and training opportunities about Islam for pastoral care staff and hospital personnel. t. The contract Imam maybe assigned patients who are not from their particular faith group. This assignment may be a Medical Center Ward, section, or specific patients. The contractor shall provide General Pastoral Care and assessment of such patients. 7. ON CALL COVERAGE. u. On call coverage shall be provided for Islamic patients as requested by the patient or patient's family due to crises such as serious illness (Sl), very seriously illness (VSI), death, etc. During non-duty hours, the Duty Chaplain shall contact the contract Imam by phone. 8. GOVERNMENT FURNISHED ITEMS. v. The contracted Imam shall be provided with appropriate NNMC identification, vehicle registration, and parking sticker if/when available. w. The contract Imam shall make recommendations to the Department Head for Pastoral Care Services to plan, program and budget all Muslim programs using the command budgeting process. x. All needed supplies for ministry, i.e. literature, Korans, prayer rugs, etc., shall be provided by Pastoral Care Services as budgetary allotments allow. 9. CONTRACTOR FURNISHED ITEMS. y. A Ministry Plan shall be provided to the Department Head for Pastoral Care Services upon the beginning of this contract. z. A budget plan in writing shall be provided to the Department Head for Pastoral Care Services as needed or requested. aa. Requests for leave and scheduled absences shall be submitted in writing at least two (2) weeks in advance (except emergency leave) and must be approved by the Department Head for Pastoral Care Services. 10. THE CONTRACT IMAM SHALL. bb. Provide his own clothing (Imam attire) for daily use. Dress in neat conservative clerical attire. Personal appearance shall reflect good grooming and professionalism. cc. Provide his own transportation. dd. Provide personal resume, address and phone numbers ee. Read and be governed by SECNAVINST 1730.7D, SECNAVINST 1730.8B, OPNAVINST 1730.1D, and the Standard Operating Procedures for Pastoral Care Services. ff. Read and be governed by the SECNAVINST 1730.9 pertaining to confidentiality. gg. Attend required training/meetings as directed by the Department Head for Pastoral Care Services. hh. Use the Check In-Out Log Binder so working hours can be verified. This binder is located in the Pastoral Care Services main office in building 8.
