- NASA/GRC plans to issue a Request for Proposal entailing the Stitching and Weavingof Ceramic Materials.The procurement contains opportunities for the weaving of ceramic fabrics and/orpreforms, and for stitching of layers of dissimilar materials prior to, and in support ofthermal testing and research efforts under the NASA Hypersonic Project being conducted atthe NASA Glenn Research Center (GRC) and Langley Research Center (LaRC).Hypersonic flight and planetary entry require the development of enabling hightemperature thermal protection systems. Many of the proposed concepts will utilize wovenceramic fabrics, non-woven ceramic fibrous insulation, woven preforms, and stitching oflayered materials using ceramic fiber tow. While some of these utilize existing state ofthe art methods, in other configurations some method and/or process development isanticipated in working with fragile ceramic fibers.It is anticipated that constituent layers may include materials from the followingcategories: silicon carbide and oxide ceramic fiber textiles, aerogel-impregnated ceramictextiles, polyimide aerogel films, alumina paper insulators, Saffil, PyrogelTM,KaptonTM, and Kevlar reinforced Kapton laminates. Some manufacturing development may berequired for this area. This procurement is being conducted under Simplified Acquisition Procedures (SAP). It isanticipated that total funding for this contract will not exceed $150,000. NASA plans toissue a firm-fixed price basic contract which will then allow NASA to issue individualfirm-fixed price work orders, supporting the above-referenced project, under thecontract. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. The NAICS Code and Size Standard are 314999 and 500, respectively.The anticipated release date of RFP NNC12425931R is on or about March 8, 2012 with ananticipated proposal due date on or about March 22, 2012.All responsible sources may submit a proposal which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
