Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC) Purchase of Maintenance and Support for Sage Timberline Estimating in support of Contract No.#P11PC70133 In accordance with the authority granted under FAR 6.302-1, Only one responsible source and no othersupplies of services will satisfy agency needs, this request for award under other than full and open competitionis hereby submitted. 1. Identification of the agency and the contracting activity.DOI-NPS-WASO/WCP S72 (2623) 2. Nature and/or description of the action being approved.Sole source solicitation to Eos Group, Inc, to provide annual maintenance and support of software forSage Timberline Cost Estimating Solutions 3. A description of the supplies or services required to meet the agencys needs (including the estimated value).Annual renewal of software maintenance and technical support for the Cost Estimating Software System(CESS)as purchased under Contract No. # P11PC70133. PFMD requires 195 Licenses, 1 licensemanager, 10 estimating viewers, including Software maintenance, technical support, and upgrades forthe Sage Timberline Estimating application.Estimated cost: $140,880 4. An identification of the statutory authority permitting other than full and open competition.FAR Part 6.301-1, Only one responsible source and no other supplies or services will satisfy agencyrequirements 5. A demonstration that the proposed contractors unique qualifications or the nature of the acquisition requiresuse of the authority cited.Sage Timberline cost estimating solutions is the only known cost estimating application that is availableto use in an enterprise system.Gordian Group 10/21/2010 Rory Woolsey presented at DSC. Product did not meet the needs of the NPS.RS Means Costworks was examined by Mary Hudso of NPS.Discussion w/ RS Means resulted in a determination that RS Means Costworks could not be operated inan enterprise environment, therefore did not meet the needs of the NPS.WinEst was examined by Mary Hudson. WinEst does not operate in an enterprise environment. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as ispracticable, including whether a notice was or will be publicized as required by Federal AcquisitionRegulation (FAR) subpart 5.2, and, if not, which exception under 5.202 applies.2Sage Timberline Cost Estimating is a proprietary application not available from other vendors than Sage. 7. A determination by the contracting officer that the anticipated cost to the Government will be fair andreasonable and the basis for that determination.The proposed cost was researched. The purchase of these licenses allows us to maintain current with theapplication, MS Servers, OCIO requirements. It also negates the need for a separate re-purchase of thesoftware in order to maintain updates. This cost savings is estimated to be substantial, with newpurchase in the range of $880 K, an expense that would occur on at least a 5- year interval. The cost ofO&M is $141K annually which includes upgrades at no extra cost. With an anticipated upgrade of atleast once per 5 years, the cost savings is approximately $175K per every 5 years; more if the intervalbetween upgrades is less. 8. A description of the market research conducted (FAR part 10) and the results or a statement of the reasonmarket research was not conducted.RS Means Cost Works and The Gordian Group Job Order Contracting methods were investigated.Neither application works in an enterprise environment. RS Means Cost Works would require a separatedesktop application purchase for each user. Gordian Group Job Order Contracting methods would alsorequire separate contracts for at least each region and in many cases each park. This latter researcheslocal costs for each instance of the application and the purchase and maintenance of such cost data for400 park units would be astronomical to develop and costly and impractical to maintain. 9. Any other facts supporting the use of other than full and open competition (FAR 6.302(a) (9)).N/A 10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition.None 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competitionbefore any subsequent acquisition for the same supplies or services.Cost estimating is an industry standard application; it is up to the vendor to see the need and develop thecapabilities of operating in an enterprise system in an economical manner.
