- Integration of region specific MARKAL energy/environment analyses with EPAUS9r MARKAL database The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 13.106-1(b) with Northeast States for Coordinated Air Use Management (NESCAUM) to provide MARKAL energy/environment analyses for the Office of Research and Development (ORD) National Risk Management Research Laboratory (NRMRL). EPA?s Energy and Climate Assessment Team has developed a multi-region MARKAL model representation of the U.S. energy system, EPAUS9r, in order to identify future technological scenarios that will influence future emissions. The MARKAL model provides a unifying framework for organizing data collected and developed on various technologies across the nation, and is set up at the nine census region scale. This effort seeks to partner ECAT with a well-developed regional MARKAL database to explore the national influence of regional outcomes from climate policy analyses and to make these analyses informative and relevant for regional and federal decision-makers. As state and regional programs occur within the context of very different federal approaches to air quality and climate mitigation, there is a need from this type of more holistic analytical tool to help understand the interplay of various types of programs between state, regional, and federal policies. The goals of this effort are to: (1) harmonize an existing regional MARKAL model with the current EPAUS9r, and (2) analyze a suite of regional and state climate policy options applied to both the EPAUS9r and the regional model in order to assess both the benefits of greater technological detail within the state/region as well as the broader national impact of such policies on the rest of the U.S. EPA has identified Northeast States for Coordinated Air Use Management (NESCAUM) as the only provider of the commercial services to meet the requirements of this procurement. Northeast States for Coordinated Air Use Management (NESCAUM) is the only known source able to satisfy the Governments requirement because they are the only modeling group with a fully developed, including all sectors, regional database with the capability of being integrated with the nine region U.S. database. This procurement will be accomplished under FAR Part 12 Commercial Procedures and FAR Part 13 Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
