Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description and Specifications SPECIFICATIONS 1. The accredited Educational Institution must be located within a 50 mile radius of Hendersonville, Tennessee. 2. The contractor will provide documentation that the instructor is certified and has experience in the required disciplines. Instructor's qualifications to be approved by the Nashville District Corps of Engineers. a. The contractor shall furnish for a period of one year, on site Hydropower Training at Old Hickory Power Plant instructor(s), registration, testing, evaluation and instructional texts and materials for 15 hydropower students for the following courses: STARTING March 2012 Phase IA (1) COE0050- INTERMEDIATE ALGEBRA- (2) COE0051- PRE-CALCULUS I (3) COE0052- PRE-CALCULUS II Phase IB (4) COE0054 -NON-CALCULUS PHYSICS I Phase IIA (5) COE0054- ELECTRICAL CIRCUITS (6) COE0055- ELECTRICAL CIRCUITS LAB Phase IIB (7) COE0057- TRANSFORMERS AND ROTATING MACHINES (8) COE0057- TRANSFORMERS AND ROTATING MACHINES LAB 3. The Instructional 2 hours will be mutually agreed upon by the Government and the Contractor to fall between the hours of 6:30 A.M. and 5 P.M. each Monday through Thursday, except Government holidays. 4. The Government will provide classroom, furniture, and audio-visual equipment at no expense to the contractor. 5. The Government will approve course outlines, texts, and instructional materials prior to delivery. Course outlines will be modified throughout the course, if necessary. 6. If necessary, the contractor will replace an instructor that is unable to maintain discipline, meet instructional objectives, or if Government Supervisory Personnel determine that the instructor's behavior is inappropriate. 7. The contractor will, for Government approval, administer final examinations at the conclusion of each course. Examinations, complete with detailed solutions, become the property of the Government. In the event of trainee failure, the instructor will provide additional instruction and remedial evaluation. Extra instructions may be required for tutoring at additional cost to the Government and to be negotiated at the time services are to be rendered. 8. The contractor will complete and submit at mutually agreed upon times, course outlines, detailing content, texts, materials and methods for each of the phases. These outlines become the property of the Government. 9. The instructor(s) will attend, at no additional expense to the Government, not more than Two (2) Training Committee meetings at times determined by the Government. The contractor shall have the right to have additional representatives present at such meeting. The purpose of these meeting is to continue development of the Corps Training Program and evaluate and modify content, as necessary. 10. The contractor will notify the Government in writing at least 15 calendar days prior to any changes affecting contract performance. 11. The instructor(s) agree to comply with al safety and security requirements while on Government property. 12. Copies of course outlines, tests, reports, and other materials will be filed in the office at the Educational Institution. 13. Representatives from the Contractor and the Government will meet periodically to review course progress. 14. Weekly reports from the instructor(s) to the Government will include accomplishments and efforts of students on a 1-100 scale. Copies of final examination of each training session will be furnished to the U.S. Army Corps of Engineers, ATTN: Chief, Hydropower Section, PO Box 1070, Nashville, TN 37202-1070 and a copy is to be retained by the Educational Institution. 15. Price to include daily mileage between educational institution and Old Hickory Power Plant, Hendersonville, Tennessee. 16. The Educational Institution will comply with Titles VI and VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, Executive Order 11246, the ADA and the related regulations of each. The institutions further agrees that it will not discriminate against any individual, including, but not limited to, employees or applicants for employment and/or students, because of race, religion, creed, color, sex, age, handicap or national origin. Place of Performance: Old Hickory Power Plant No. 10 Power Plant Road Hendersonville, TN 37075-3465 Point of Contact: Joe Conatser Phone: (615) 736-7693 HYDROELECTRIC TRAINING PROGRAM SYNOPSIS FOR MATHMATIC STUDIES The Nashville District, U.S. Army Corps of Engineers is seeking an accredited academic institution to train the Hydro Power Class XVIII of 12 students in general math and science studies. There will be four (4) separate study sessions of 12 weeks each beginning 4 Mar. 2012 and ending Jan. 2013. These employees may or may not be college educated, or have any trade or technical school experience in the related fields. The first Session 1A will consist of COE0050- INTERMEDIATE ALGEBRA, this will enable training professional to asses each student capabilities and allow time for tutoring if necessary. The session will be completed with COE0051- PRE-CALCULUS I and COE0052- PRE-CALCULUS II Session1B will consist of COE0054 -NON-CALCULUS PHYSICS I Session 2A will consist of COE0054- ELECTRICAL CIRCUITS and COE0055- ELECTRICAL CIRCUITS LAB Session 2B will consist of COE0057- TRANSFORMERS AND ROTATING MACHINES and COE0057- TRANSFORMERS AND ROTATING MACHINES LAB 1.0 The overall objective of this program is to help these employees develop sufficient mathematics skills to accurately solve problems related to operation and maintenance Corps of Engineers power plants and facilities. The accredited Educational Institution must be located within a 50 mile radius of Hendersonville; TN. Course will begin on March 4 2012. Instruction will be for 2 hours a day, four days a week, Monday through Thursday (holidays excluded) during the Corps of Engineers duty hours (6:30 a.m. - 5:00 p.m.) at a time mutually agreeable to the Government and the Educational Institution. 1.1 The Educational Institution will comply with Titles VI and VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, Executive Order 11246, the ADA and the related regulation of each. The institutions further agrees that it will not discriminate against any individual, including, but not limited to, employees or applicants for employment and/or students, because of race, religion, creed, color, sex, age, handicap or national origin. 2.0 FACTORS CONSIDERED KEY TO THE SUCCESS OF THE HYDROPOWER TRAINING PROGRAM 2.1 Development of the students understanding of mathematical processes. Use mathematics to organize, analyze, and synthesize data to solve a problem. Demonstrate problem solving abilities through interpreting, analyzing, summarizing, and/or integrating a variety of materials. Apply critical thinking in application and procedures related to maintenance, repair, modification of Power plant equipment and structures. 2.2 Evaluation and testing of the individual student. The Educational Institution will prepare, for Government approval, and administer final examinations at the conclusion of each course. The examination, complete with detailed solutions, will become the property of the Government. In the event of a trainee failure, the instructor will provide additional instruction and remedial evaluation at the specified hourly rate. 2.3 Design elements which have proven successful in other similar programs listed below. Contractor may propose other effective approaches to electrician/mechanic development 2.3.1 A partnership of responsibilities between the Contract Program Administrator and Contract Instructor, Corps of Engineers Hydropower Steering Committee and Chief, Hydropower Branch to assure the academic instruction has relevant information available to meet the needs of the Corps of Engineers Power Plant facilities. 2.3.2 A schedule /calendar of proposed events, class topics or labs will be made available the Hydropower Training Manager for approval. 2.3.3 Clear, candid, constructive feedback provided by Contract Program Administrator and/or Contract Instructor to the student members. The objective is to help the students gain insights into their progress regarding strengths and weakness along the provided outline to training. Feedback will also analyze student skills and weakness and provide suggestions on needed improvements. The Contract Program Administrator is expected to provide at least one counseling session with each class member. 2.4 Flexibility to capitalize on opportunities and additional learning experiences or information which occurs throughout the year, although not anticipated in the original design of the year's developmental activities. Additionally, flexibility is needed to be able to address the specific needs of the students and the Corps of Engineers. 3.0 MISCELLANEOUS CONDITIONS 3.1 Administrative Coordination Meetings. Occasionally the Contract Program Administrator will be requested to meet with the Hydro Power Steering Committee to discuss student progress, which is not specified in the Statement of Work. Four hours of these meetings per year are estimated, and the contractor will be paid at the specified hourly rate, as the meetings are performed. 3.2 The contractor shall invoice monthly. Invoices shall coincide with the Schedule Line Items that were submitted with your Price Proposal. 3.3 The contractor shall provide a listing of the books necessary to accomplish the required lessons and technical reading programs. 3.4 The Educational Institution will complete and submit, 10 days after the award of this contract, course outlines, detailing content, texts, materials and methods for each of the phases of training for the electrical and mechanical students. These outlines will become property of the Government and subject to Government approval. 4.0 CHANGES IN SPECIFICATIONS 4.1 The right is reserved, as the interest of the Government may require, to revise or amend the Specifications prior to the date set for receipt of proposals. Such revisions and amendments, if any, will be announced by amendment(s) to this solicitation. Copies of such amendments as may be issued will be furnished to all registered contractors. If the revisions and amendments are of a nature that requires material changes in quantities or prices offered, or both, the date set for receipt of proposals may be postponed by the date set for receipt of proposals may be postponed by such number of days as, in the opinion of the Contracting Officer, will enable the offerors to revise their proposals.
