- This notice is not a request for competitive quotes. The Bureau of Reclamation, Great Plains Regional Office intends to award a security and surveillance contract to the Broadwater County Sheriff's Office for Canyon Ferry Dam and Reservoir located in Helena, Montana in Broadwater County. Reclamation has found the Broadwater County Sheriff's Office to be the only source with full arrest authority to successfully complete the required security and surveillance services. This procurement is being conducted pursuant to Part 12 and Subpart 15 of the Federal Acquisition Regulations. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition (JOTFOC) is being prepared and approved by the Great Plains Regional Office Chief of Contracting. The redacted version of the JOTFOC will be available within 7 days after award at the following web site: http://www.usbr.gov/mso/aamd/doing-business-acquisitions-noncompetitive.html The Government intends to award this requirement on or around May 1, 2012. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and send responses to the Bureau of Reclamation - GP-5000; 316 North 26th Street; Billings, Montana 59101, or faxed to 406-247-7798, Attn: Amanda Somerville, or e-mailed to asomerville@usbr.gov. The North American Industrial Classification System Code (NAICS) for this requirement is 561612; with a small business size standard of $18.5 million. A determination by the Government not to compete this proposed action is solely within the discretion of the Government.
