Description
Fall Protection System Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F3ZT912023A001; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55 effective 2 February 2012, Defense DPN 20120130 effective 30 January 2012, and AFAC 2012-0104 effective 04 January 2012. This acquisition is for a fall protection system to be installed on Travis AFB. the North American Industry Classification System (NAICS) code is 238990, and the business size standard is $14M. The Federal Supply Class (FSC) is 4240. This acquisition shall be a 100% small business set-aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The requirements are as follows: Fall Protection System; Hanger 809 CLIN 0001: Fall restraint system to be installed in Hanger 809. Vendor shall provide the following: On-site engineering (must be qualified and trained in fall protection per OSHA standards.) A fully engineered layout and design furnished by qualified engineers IAW current OSHA regulations. Provide a fall protections solution that is best suited for maintenance technicians currently working in Hanger 809. Provide written proposal that identifies the extent of work to be performed. Provide a complete set of engineered drawings that illustrates the proposed system for client review and approval prior to installation. Provide complete fabrication and procurement of materials for system to be installed. Vendor shall have all tools, lifts, and equipment neccesary and their expense. All fabrication must be accomplished by certified technicians as required by OSHA. Install and certify system with qualified and certified installers as required per OSHA regulations. Provide final engineering certification of system design. Provide training to Travis AFB personnel and/or its contractors who will be utilizing the system. Provide a minimum 1 year warranty and provide annual re-certification of the installed system at a price to be determinded upon re-certification. Vendors shall review the attached Statement of Work (SOW) for a more detailed description of this requirement. This award shall be made in the aggregate, all or none. Special Conditions: Exisiting hanger currently has an overhead crane that runs the width of the hanger. Fall protections system shall not interfere with normal operations of this crane. The following factors shall be used to evaluate offers: FAR 52.212-2 (i) technical capability of the item offered to meet the Government requirement (Technical capability is either meeting or exceeding the requirements listed in CLIN 0001), and (ii) price. Transportation to Travis AFB, CA 94535, is to be included in the quote. This award shall be made in the aggregate, all or none. In no event shall failure to inspect the site constitute grounds for a claim after contract award. ***Site Visit: A site visit will be scheduled for 1000 Thursday, 1 March 2012. If you plan on attending you will need to email me by 1000 Tuesday, 28 February 2012 informing me you wish to attend. We will be meeting in the parking lot of the Visitors Center (Buidling on left hand side as you approach the main gate) at 0915 to gather and take accountability, the van will be leaving the visitor center at 0930 to proceed to the site. You will not need to obtain a base pass as transportation will be provided by 60 CONS. As a failsafe measure you should bring your vehicle registration, proof of insurance and current drivers license in case you have to bring your vehicle on base. Please bring something to write with so you can write down any questions you may have for the customer. You are required to submit all of your questions in writing within 3 days of site visit and all of the answers will be posted on FedBizOpps. This is to ensure a fair solicitation process to all potential contractors. You may want to bring additional items that you may need to come up with a more accurate quote.
