- The Forest Service, Northern Region, Northern Rockies Geographic Area, will be soliciting quotes for the following equipment limited to the listed Interagency Dispatch Centers: FELLER BUNCHERS: Type 1 Feller Bunchers: 226+ HP Type 2 Feller Bunchers: 160-225 HP For following Northern Rockies Dispatch Centers: MT-BRC Bitterroot, MT-BZC Bozeman, MT-DDC Dillon, MT-GDC Great Falls, ID-GVC Grangeville, MT-HDC Helena, MT-KDC Libby, MT-KIC Kalispell, MT-MDC Missoula, ID-CDC Couer d'Alene ID SKIDDERS: Type 1 Skidder: 176+ HP Type 2 Skidder: 100175 HP Type 3 Skidder: 60-99 HP For following Northern Rockies Dispatch Centers: MT-BRC Bitterroot, MT-BZC Bozeman, MT-DDC Dillon, MT-GDC Great Falls, ID-GVC Grangeville, MT-HDC Helena, MT-KDC Libby, MT-KIC Kalispell, MT-MDC Missoula, ID-CDC Couer d'Alene ID ROAD GRADERS: Type 1 Road Grader: 165+ HP Type 2 Road Grader: 120-164 HP 12 foot mold board minimum For the following Northern Rockies Dispatch Centers: MT-BDC Billings, MT-BRC Bitterroot, MT-BZC Bozeman, MT-DDC Dillon, MT-HDC Helena, MT-LEC Lewistown, MT-MCC Miles City, MT-MDC Missoula The resulting Incident Blanket Purchase Agreements (IBPA) will be three year agreements. Quotes shall be submitted electronically to the Virtual Incident Procurement System (VIPR). The Vendor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, supervision, and management of those personnel necessary to meet the Agreement specifications. NOTE: The Virtual Incident Procurement (VIPR) System will be used by the Forest Service for all pre-season incident procurements. In order to respond to solicitations issued through VIPR, Vendors must obtain Level 2 eAuthentication, which provides the ability to conduct official electronic business transactions via the internet. For Level 2 eAuthentication application form and additional information go to http://www.eauth.egov.usda.gov/ To submit a quote in the Virtual Incident Procurement (VIPR) System or access the VIPR user guide go to http://www.fs.fed.us/business/incident/vipr.php. Vendors are required to be registered in the Central Contractor Registry (CCR) and are encouraged to complete the On-Line Registration and Certifications Application (ORCA) as stated in the solicitation. This solicitation will only be available electronically and will be posted to the Federal Business Opportunity website on or about March 1, 2012. No telephone requests for the solicitation will be accepted; no paper copies will be issued.
