- Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. This project is for the upgrade of Missile Alert Facility (MAF) heating systems Kilo-01 and Lima-01 in the missile complex of Malmstrom AFB, Montana. Work consists of the contractor providing all labor, equipment, transportation, materials, quality control, and supervision necessary to conduct all installation requirements throughout, both identified sites in the missile complex for Malmstrom AFB, Montana, in accordance with the project specifications, drawings, and blueprints. Specifically work includes replacement of the existing heating systems and fuel type, upgrade of equipment, and conversion to natural gas. This project includes removal and replacement of the existing oil fired boilers with natural gas; replacement of fuel oil unit heater in the garage is also included. MAF's do not currently have natural gas piped to facilities. Natural gas lines will be run to the Air Force property under a separate contract. This project will include natural gas line from the Air Force property line fence to the building and into the boiler room. A winter exclusion period from 1 November to 1 April will be included in the project solicitation and award. The Request for Proposal will be available on or about 2 March 2012. The Request for Proposal will close on or about 2 April 2012. The Performance Period for this project is one hundred and eighty (180) calendar days after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of the solicitation. This acquisition is open to small businesses in accordance with the Small Business Jobs Act of 2010. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the Central Contractor Registry to be eligible for award. (See Internet Site: https://www.bpn.gov/ccr/default.aspx ). All responsible sources may submit an offer good through 183 calendar days after the Request for Proposal closing, which shall be considered by the agency. Potential contractors must also be currently registered with ORCA. (See Internet Site: http://orca.bpn.gov/ ). The magnitude of this project is between $250,000.00 and $500,000.00.
