- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. US Army Communications-Electronics Lifecycle Management Command (C-E LCMC), Software Engineering Center (SEC), Fires Software Engineering Division (FSED) was appraised and received a Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) Maturity Level 3 rating in December 2008. To maintain the FSED Maturity Level 3 rating, SEI requires that appraisals be conducted with SEI partners following the Standard CMMI Appraisal Method for Process Improvement (SCAMPI) every three years. The SCAMPI is designed to provide benchmark-quality ratings relative to Capability Maturity Model Integration (CMMI) models. The scope of the appraisal will include all major projects at the FSED, to include the Software Development Contractor and Independent Verification and Validation (IV&V) contractor organizations. The Organization's Set of Standard Processes (OSSP) is integrated processes and includes roles and responsibilities for both the government and contractor organizations. The Fires Software Engineering Division is the principle organizational entity being assessed. This includes the SEC, FSED, 50 Government employees, and the portions of the Software Development Contractor, 350 employees, and the IV &V Contractor, 55 employees that support the FSED. The appraisal will focus on the Tactical Weapon Systems at the FSED. Seven projects fall within the scope of the appraisal. FSED has identified 3 proposed projects that will be recommended for assessment. These projects were selected because they accurately represent the software development process in existence at Fort Sill, have the longest expected future, and have the greatest number of completed developments since the advent of the FSED formal process improvement program. For FSED, the selected 3 projects constitute approximately 54% of the effort expended in the organization and 64% of the Full-Time Equivalent personnel. Specific project details will be provided following contract award. The SCAMPI is designed to provide benchmark quality ratings relative to Capability Maturity Model Integration (CMMI) models. The SCAMPI Method Definition Document (MDD) describes the requirements, activities, and practices associated with the processes that compose the SCAMPI method. Results of the appraisal activities will allow the organization to obtain a Maturity Level rating of current process capability and gain insight for continued process improvement. FSED is prepared to move forward with appraisal activities; therefore the work can start as soon as the contract award is made.
