- Description
- The Jack C. Montgomery VA Medical Center is seeking a Contractor interested in providing a comprehensive transitional living program that can deliver transitional living, emergency housing, case management and services consistent with Homeless Veterans Innovative Project (HVIP) contract objectives. The type of Veterans to be cared for under this contract will require therapeutic, rehabilitative, job training and placement and permanent housing placement services over and above the level of room and board. The goal of the HVIP is to serve 4 to 16 Veterans within the course of 1 year. Veteran's who graduate early or are expeditiously placed into independent housing, will be replaced by a new homeless Veteran as long as the Veteran is able to accomplish his/her goals before the end of the funding period. VA Homeless Program staff will assist contractor with appropriate assessments to determine services needed. Currently, approximately 67.8% of homeless Veterans in the Jack C. Montgomery service area suffer from a severe mental illness and 79.3% suffer from a substance use disorder. Because of the aforementioned statistics, it is imperative that supportive housing services are implemented. As a result, transitional living for homeless Veterans which provides therapeutic, rehabilitative, job training, job placement and permanent housing placement services would encourage a more adaptive level of psychosocial functioning and independent living. The services that will be provided have 3 main tiers. Tier 1 is for Veterans interested in a formal vocational rehabilitation program. Tier 2 is for Veterans interested in a formal job training (apprentice) program. Tier 3 is for Veterans in need of transitional housing to gain life skills and resources essential to secure independent housing. It is expected this contract will be a firm fixed-price contract. The Contractor shall be required to furnish all necessary and appropriate labor, supervision, materials, equipment, supplies, and housing to supply the services required for this contract.
