Description
The NAVSUP Weapon Systems Support (NAVSUP WSS)-Philadelphia intends to solicit proposals for competitive award of a 5-year Performance Based Logistic (PBL) Contract (3 base years, and two one-year option periods) to support EA-6B/E-2/C-2 Aircraft Hydraulics Systems, specifically, repair/overhaul/modification and/or replacement of 112 various hydraulics components. In such a PBL contract, the Contractor is responsible for meeting customer demands (i.e., fleet requisitioned items) within specified time frames. The decision whether to repair, overhaul, modify or replace any item in order to timely fill a requisition is the Contractor s. For a complete list of all the items please submit your request in an email to Amy.Ortiz@navy.mil The scope of the contract will also include, but not be limited to, the following requirements: warehousing, packaging, asset reporting, supply response time reporting, configuration management, and obsolescence management. A complete technical data package is available. In addition, the contractor must be able to manufacture or supply the piece parts required for repair and manufacture or supply replacement repairable components as required. All repaired/overhauled/modified or replacement components and consumables parts covered by the contract shall meet the requirements of Naval Air Systems Command (NAVAIR) EA6B/E-2/C-2 Depot repair manuals, illustrated parts Breakdowns (IPB), Local Engineering Specifications (LES), and Engineering change Proposals (ECP). The Contractor s performance under this contract will also include utilizing a Government/Navy-approved hydraulics repair facility through a public/private partnership (e.g., via Commercial Services Agreement), which utilization shall result in maintaining Government CORE capability in accordance with Title 10 of the U.S. Code (e.g., 10 U.S.C. 2464) and DOD/Navy regulations. In such utilization the Contractor shall be entirely responsible for the performance of such repair facility as if it were a private sector subcontractor.
