- Revised Attachment C GFE List N00033-12-R-2002 Amendment 0002 This presolicitation notice is for an upcoming request for proposals (RFP) to provide charter services of a U.S.-flagged offshore-supply-type vessel which will function as a Maritime Support Vessel (MSV) supporting various craft, both organic and non-organic. The vessel will have the capacity to berth, support, and feed twenty-nine (29) Government personnel with the ability to surge to forty-four (44) Government personnel for a maximum of 90 days without re-supply. The vessel will be capable of Underway Replenishment (UNREP) with standard coalition/USNS logistical ships to extend operations beyond 90 days if a port visit is not feasible. The vessel will also act as a platform to launch and recover small boats, refuel and reprovision, and assist with limited maintenance for small boats, and perform manned rotary wing aircraft operations. In addition, the vessel will provide equipment stowage, messing, berthing, administrative/operational space, maintenance space, emergency towing and logistics services in support of operations. The support vessel facilities are to be available during both day and night time operations. The Contractor shall independently operate all deck equipment to include the anchors, boat handling/launching systems, and cranes. The Contractor must ensure crew members can launch and recover small boats without the aid of Government personnel. The anticipated period of performance includes a one-year base period and one (1) one-year option.
