Description
This announcement constitutes a Pre-solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled "FY2012 PN KNMD069216, F-22 COMBAT AIRCRAFT PARKING APRON, Joint Base Pearl Harbor-Hickam, Oahu, Hawaii", as described within this announcement. THIS IS NOT A FORMAL SOLICITATION. The Government intends to issue a formal solicitation via a Request for Proposals (RFP) in accordance with FAR Part 15, which will follow this announcement and will take place no sooner than 15 days from the initial publication date of this announcement. The basis for award and evaluation factors will be in accordance with the "Basis for Award/Evaluation Factors" section within this announcement below. The primary purpose of this announcement is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. The Government intends to solicit this requirement as a total small business set-aside in accordance with FAR Subpart 19.5. The North American Industry Classification code (NAICS) for this requirement is 237310. The Small Business size standard for this NAICS code is $33.5M average annual revenue. As a result of this solicitation, the Government intends to award a single firm-fixed price contract for construction services for a discrete construction requirement. The period of performance of the resulting contract is expected to be 365 days after the issuance of notice to proceed (approximately 400 days from date of contract award). The magnitude of this project is expected to be between $10.0 and $15.0M. The Scope of Work will be depicted in official drawings, plans, and specifications, all of which are intended to be issued in the formal RFP. In general, the Scope will be in accordance with the "Project Description" section within this announcement below. Project Description: FY2012 PN KNMD069216, F-22 COMBAT AIRCRAFT PARKING APRON, Joint Base Pearl Harbor-Hickam, Oahu, Hawaii Provide labor, materials, permits and equipment required to construct a fully designed 15,000 square yard parking apron for fourteen (14) F-22 aircraft. Included in this facility will be: a Portland Cement Concrete (PCC) pavement structure, Hot Mix Asphalt (HMA) areas and shoulders, and an attached Clear Water Rinse (CWR) pad and facility. Work is expected to include demolition and asbestos removal, site clearing, and grading, PCC and HMA form work, mass paving placement and pavement markings, grounding points, tie downs, airfield lighting, site utilities (to include the relocation of existing utilities), a fire hydrant system, and miscellaneous appurtenances and clean-up. The CWR facility will include all piping and nozzles, underground storage tanks, and all controls. Certain sections of the parking apron and the Clear Water Rinse equipment and pad are expected to be included as three (3) separate options, award of which depends on the fluctuation of concrete market prices. Award will be made to the offeror proposing the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors/subfactors. Full details pertaining to the evaluation factors will be provided in the official RFP, but a preliminary description of the evaluation factors is described below. For all factors, offerors will be rated as acceptable or unacceptable. All proposals will be evaluated on non-price and price factors: NON-PRICE FACTORS Factor 1: Technical Factor 1, Subfactor 1, Previous Experience Factor 1, Subfactor 2, Pavement Construction Approach Factor 2: Past Performance PRICE (subject to Contract Pricing policies as set forth in FAR Subpart 15.4) Where to Send Responses: Responses are not needed to this announcement, but questions surrounding this procurement may be submitted to Mr. Joshua Mueller at joshua.d.mueller@usace.army.mil and/or Ms. Maria Buckner at maria.r.buckner@usace.army.mil. Place of Performance: Joint Base Pearl Harbor-Hickam, Oahu, Hawaii Other information: The solicitation will be posted to the Federal Business Opportunities web site (www.fbo.gov) when released. Proposals will be due approximately 30 days after the actual solicitation issuance date. The Government intends to have a site visit for this procurement no sooner than seven (7), but no later than fourteen (14) days following this date of the formal RFP. Tentatively this date is expected to be sometime the week of 12 March 2012. The location for the site visit will be on Joint Base Pearl Harbor-Hawaii. Site visit details are still tentative and are subject to change. Firm details will be provided in the formal RFP.
