- The 376th Expeditionary Contracting Squadron of the Transit Center at Manas International Airport, Kyrgyzstan, intends to acquire non-personal services providing mobile to mobile local and international cellular telephone services in accordance with this solicitation and attached Statement of Work. For any questions or concerns regarding this notice, please contact the undersigned at the international cell phone or e-mail address provided. All questions regarding this solicitation must be submitted no later than 4:00am CST (4:00pm Bishkek local time) on Tuesday, 14 February 2012. Do you happen to know of this is a new requirement? If there is a contractor currently performing these services, could you provide the contract details (vendor name, contract number, award date and value)? a. The current contractor providing these services is Sky Mobile LLC, contract number F38604-07-C-C013, awarded 1 January 2007. b. Total value including options: $303,250.00. 2. What is the square mileage of installation? a. The approximate area of the installation is 7,860,122 sq. meters (3.03 sq. miles). b. Please note that required coverage is not limited to the installation. 3. What is the purpose of options? a. The requirement is a continuing one, as such it is not feasible to re-compete each year. 4. Is this requirement inclusive of equipment costs, etc? a. This requirement is to provide the network coverage for mobile to mobile communications, not the establishment of that network. 5. Can [the offeror be a] private enterprise? a. Business type is not an evaluation factor, only the ability to meet the requirements as stated in the Solicitation. 6. When will be the site visit? a. There is no intention to have a site visit. Should your company feel that one is required, please provide detailed reasoning for the necessity. 7. Can we get prices of previous contract? a. The current contractor providing these services is Sky Mobile LLC, contract number F38604-07-C-C013, awarded 1 January 2007. b. Total value including options: $303,250.00. 8. It reads on the page 9, that the pricing proposal shall be annotated on the Standard Form 1449 with the indication of the pre unit price for all contract line items numbers. Would You, please, give a reference to the contract line items? a. Pages 1 through 6 are part of the Standard Form 1449. Unit prices specifically are in reference to pages 2 through 6. Please annotate pricing there. 9. Standard Form 1449. Offeror has to complete blocks 12,17,23,24 and 30. Block 12. Discount terms. Would You please clarify what is implied? Do You mean special offers? a. Discount terms are in reference to an offered discount if payment is processed quickly. This is not required to be offered. Format would be X%, Y days; ‘X' being the percent off you're willing to discount, ‘Y' being the number of days that payment would be discounted before full payment is required. 10. How should the block 17a shall be filled in? Company name or the name of Company official? a. At a minimum, the company name and physical address must be included, but the company official may be included as well should you choose to do so. 11. How should the block 17b shall be filled in? a. If your company' s mailing address is different than your physical location, please "X" the block in 17b, and include your mailing address within your proposal. 12. What is the price of MIAP badges for vehicles and personnel, which shall be included in the quote? a. One day: 150 som per individual and 950 som per vehicle. b. 12 month badge: 4,750 som per individual and 26,400 som per vehicle. c. Please note that it is not anticipated that MIAP badges will be necessary for the services of this requirement.
