- In accordance with FAR 6.302-2 Unusual and compelling urgency, The United States Department of Commerce, National Ocean Service intends to extend the period of performance for one year for its multiple award Shoreline Mapping Indefinite Delivery Indefinite Quantity (IDIQ) Contract with Photo Science, Wool pert, Aero-Metric, Wilson and Co., Nova Digital Systems, and Tuck Mapping Solutions. The Government will incur financial injury and substantial data loss without extensions of the contracts. This data loss would cause extensive delays in providing the most up to date NOAA Nautical Charts to critical areas of maritime navigation. NOAA can only effectively represent and serve the public in the protection of life and property if these contracts can be extended to receive the data required for its mission. The firms associated with the referenced contracts supply critical shoreline data required to maintain NOAA nautical charts used by commercial and private mariners associated with maritime navigation. This data includes ground survey reports, aerotriangulation reports, digitized point, line, and polygon shapefiles with attribution, chart evaluation files, metadata, and project reports. The IDIQ Contract includes six contractors, the firms associated with the referenced contracts have performed a large portion of the work required to complete and deliver the final products to NOAA. Exceptional time and effort from the firms to become proficient with the unique procedures under the NGS Shoreline Mapping Scope of Work and familiarized with the deliverable review factors would be negated if the use of the cited authority is not granted. Currently there is no other contract available to complete the necessary work. A one year extension will allow continuity of services during the preparation and award of a new contract. The follow-on requirement will be conducted on a competitive basis.
