- Fourier Transform Infrared (FTIR) Spectrometer for a Netzsche Thermogravimetric Analyzer (TGA), Quanity one (1) This announcement is not a Request for Quote (RFQ) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based upon capability statement received in response to this Sources Sought. The National Institute of Standards and Technology (NIST) Fire Research Division of the Engineering Laboratory have an upcoming requirement to be posted on Federal Business Opportunities (FBO), the associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, the business size standard is 500 This acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. The specific purpose of this sources sought is to determine if there are any small businesses, within the parameters identified above, that are able to provide the services identified below. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 ? Limitations on Subcontracting ? the prime contractor is required to perform at least 50% of the labor with their own employees... Background: The development of computer models aimed at predicting fire growth and spread, fire toxicity, and material flammability characteristics requires experimental data (in the condensed and solid phase) in order for these models to accurately predict these behaviors. Increased emphasis on the environmental, health, and safety of products (e.g., potential banning of gas phase fire retardants) is restricting the number of materials available for complying with fire safety requirements; however, we lack the fundamental material property information (condensed and gas phase) necessary to determine suitable EHS compliant alternatives. A Netszch STA F1 Juptier TGA was installed in our lab last year to accelerate the evaluation of new technologies aimed at reducing the flammability of materials. However, this instrument in its current configuration only helps understand the condensed phase behavior. To understand the entire picture gas phase analysis is required, which can only be accomplished with an FTIR attached to this TGA There are no distance restrictions to the NIST, Gaithersburg, Maryland campus imposed on this requirement. Interested small business organizations that believe they possess the capabilities necessary to undertake this project should submit electronic copies in addition to one (1) hard copy of their capability statement, addressing the criteria identified above. Please limit responses to five (5) pages or less. Any proprietary information should be so marked. Written capability statement should be received by the Contracting Specialist no later than February 24, 2012.
