- SF-30 US Army Corps of Engineers Saint Paul, MN Statement of Work Dredge Goetz Floating Pipe Pontoon Replacement MVP Physical Support Branch •1.0 Objective The U.S. Army Corps of Engineers, St. Paul District, is in need of pontoons for the Dredge Goetz floating pipeline. Under this contract the vendor shall deliver a minimum of eight (8) replacement pontoons with the potential for an additional thirty-two (32). Both new and used pontoons will be considered. The vendor will be determined based on the overall best value to the Government. •2.0 Description of Acceptable New Products for Vendor Submission New pontoons submitted in response to this solicitation can be of any design that conforms to the following specific, salient characteristics: •Ø Beam (width) of 10 feet. •Ø Length no less than 40 feet, no more than 45 feet. •Ø Hull depth no less than 4 feet, no more than 5 feet. •Ø Full rakes on both ends of all pontoons. •Ø Hull thickness not less than 1/4 inch. •Ø Minimum of one (1) bulkhead section allowing two (2) water-tight compartments. •Ø Minimum of one (1) flush-mounted, deck hatch of 18 inch diameter per compartment. •Ø Minimum allowable deck loading of 500 lbs per square foot (PSF) •Ø Each pontoon shall provide flotation for at least 25,000lbs. •Ø Exterior coating (primed and painted) of hull, sides and deck of pontoons. •Ø Pontoon hull and side coating should be standard black coating of at least 8 mil thickness. •Ø Pontoon deck should be standard deck red coating. •Ø Pontoon interior compartment coating should be standard white coating. •Ø All pontoon surfaces (exterior and interior) shall be free from rust. •Ø Structural steel components to be of standard Grade A-36 steel or higher. •Ø Each pontoon shall come equipped with four (4), Industry standard 24 inch kevels, one on each corner. •Ø Each pontoon shall come equipped with two (2) rub-rails extending the full length of each side. Rub-rails shall be made of steel or material of equivalent strength and durability, channel sections will be 2 inch by 6 inch by 1/2 inch (2" x 6" x ½"). •Ø For new pontoon submissions, both digital and hardcopy versions of the shop/design drawings will be provided as part of the offer. •Ø For new pontoon submissions, both digital and hardcopy versions of engineering/design calculations will be provided as part of the offer. •Ø Representative digital photographs of new pontoons shall be included as reference. •3.0 Description of Acceptable Used Products for Vendor Submission Used pontoons submitted for this solicitation should conform to the same characteristics as outlined for new pontoons. Used pontoon submissions should include the following: •Ø Report from a licensed, marine surveyor detailing hull condition, hull thickness, structural integrity, vessel age, and overall condition of pontoons for use in determining best value ranking. •Ø License/Certification documentation for marine surveyor. •Ø For used pontoon submissions, both digital and hardcopy versions of the shop/design drawings will be provided as part of the offer. •Ø For used pontoon submissions, both digital and hardcopy versions of engineering/design calculations will be provided as part of the offer. •Ø Representative digital photographs of used pontoons, including all major components, exterior and interior surfaces, shall be included as reference. •4.0 Period of Performance The vendor will complete final delivery of all pontoons associated with the initial procurement by 02-July-2012. Options for additional pontoons, if exercised, will be delivered within 60 days of option award. The Government will be allowed one year from date of initial contract award to exercise these options. 5.0 Inspection, Testing & Delivery New pontoons Contractor shall provide in-shop inspection and certification of welds and industry standard tests for integrity of critical welds. When fabrication of pontoons is complete, the contractor shall provide the technical POC an opportunity to make inspection of the completed product before final acceptance. Used pontoons Contractor shall provide a Report from a licensed, marine surveyor detailing hull condition, hull thickness, structural integrity, vessel age, and overall condition of pontoons for use in determining best value ranking. Delivery Contractors shall include freight/transportation charges in the price of each pontoon for delivery to the following location: Fountain City Service Base 431 North Shore Drive Fountain City, WI 54629 •6.0 Technical POC The technical point of contact (POC) for this solicitation is Mr. Keith A.
