- The US Naval Hospital Guam intends to negotiate with Novis Pharmaceuticals, LLC, 5000 SW 75TH Avenue, Suite 121, Miami, FL 33155-4468 only under the authority of FAR 6.302-2 unusual and compelling urgency. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation copy will not be issued.
