Description
The US Army Corps of Engineers, Far East District (FED) in Seoul, Korea, is soliciting qualified parties interested in entering into a contract for Site Security Monitoring Service (SSMS) and the necessary equipment required to perform construction site security in support of a Military Construction (MILCON) project located at USAG Humphreys, Pyongtaek, Korea for the Cognizant Security Agency in accordance with (IAW) the Intelligence Community Standard (ICS) Number 705.1. The Contractor shall furnish all personnel, equipment, and supplies required, to provide construction SSMS IAW with rules, laws and regulations to detect unauthorized access to internal controlled areas, to deter construction worker activities to prevent the implantation of clandestine surveillance devices or systems into the Brigade Headquarters SCIF being constructed or its surroundings. In accordance with ICD 705, the security surveillance monitoring contractor will provide Cleared American Guards (CAG), Construction Security Technicians (CST), Cleared American Escorts (CAE), and Management Oversight to assure the construction company complies with the project construction security plan (CSP) and construction schedule. Duties involve escorting materials, supplies, to the construction site, access and egress control of personnel, cargo, vehicles in and out of the site, security patrols, inspection of materials, monitoring construction to prevent technical exploitation by illicit elements during construction of the facility, and duties as required in the CSP. The period of performance for the SSMS is to be synchronized with the construction activities. The MILCON construction project has a 600 day period of performance and the expected construction award date is 28 September 2012. It is anticipated a firm fixed price contract will result from this solicitation, and the award will be made based on Lowest Price Technically Acceptable basis. The solicitation will be issued on/about 29 February 2012. The receipt date of proposals will be on/about 30 March 2012. The solicitation will be available in electronic format only via http://www.fedbizopps.gov.
