Description
I. OVERVIEW: This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. The Bureau of Engraving and Printing (BEP) is issuing this Sources Sought Notification for the procurement of a document imaging systems (see Section II below for specific details). As a result, BEP is seeking to identify sources that can provide this system and obtain literature regarding current capabilities. II. DESIRED REQUIREMENT: BEP is anticipating the procurement of a new document imaging systems to measure and analyze features on banknotes -- United States currency. The system should be capable of automatically feeding from one to one-hundred (1 to 100) notes from a document feeder and transport the notes through a document imaging system with duplex scanning. The data from the imaging system (such as a high resolution duplex scanner) will be analyzed by machine vision software to analyze designated features for the denomination of banknote. For example, X-Y coordinates for print margins, seal and serial number centers, and other denomination-specific features will be measured with an accuracy of at least 0.100 mm and Optical Character Recognition (OCR) will be used to collect serial number, plate number, and note locator ID for each bank note in Excel and comma separated values format with an accuracy of 99.5% for mixed note positions of new banknotes. The system should be capable of evaluating at least 700 notes per hour. Image storage should occur automatically if incomplete data acquisition occurs. The ability to set-up the system to store images for a limited period of time (for example 2 weeks to a month on a drive) is also desirable. Training of BEP personnel on system setup, calibration and use of standards, and configuration changes necessary to define additional regions of interest or new note designs will be required. Service for preventative maintenance and calibration will be desired after expiration of warranty. Beyond the basic system requirements for duplex feeding of banknotes to scan and acquire digital images in the visible light range for analysis of positional data of note characteristics (size, margins, position of visible features), the BEP is interested in determining the vendor capability to 1) acquire scanned reflectance images in the duplex mode in Near Infrared (NIR), for example at 1000 nm; and/or 2) acquire digital images in transmission mode to be able to measure positions of embedded threads and watermarks. III. RESPONSE INFORMATION: Interested Parties whose products/systems possess the above characteristics are invited to submit the following information as part of a Capability Statement: 1) product/system summary; 2) general manufacturing and delivery lead times; 3) general pricing information, 4) company name, address, telephone number, and website address (if available); 5) the type of business (large or small); and 6) the name, telephone number, and e-mail address of a technical point of contact having the authority and knowledge to clarify responses with Government representatives. IV. DUE DATE: Interested Parties are requested to submit their Capability Statement to the point of contact identified below no later than 2:00 P.M. eastern time on 24 February 2012 to Thomas O'Linn via e-mail at thomas.o'linn@bep.gov or via fax to 202-874-2200. V. GENERAL INFORMATION: This Sources Sought Notice is for planning purposes only and shall not be construed as a Request for Proposal or Request for Quote or as an obligation on the part of BEP for conducting a follow-on-acquisition. BEP does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by BEP will arise as a result of submission of responses to this Notice and BEP use of such information. BEP recognizes that proprietary data may be part of this effort. If so, respondents are responsible for identifying proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted / non-proprietary information. See Federal Acquisition Regulation (FAR) 3.104.4; 52.215-1(e). In the absence of such identification, BEP will assume to have unlimited rights to all technical data in the information paper.
