Description
1. Overview The U. S. Army Sustainment Command is providing on-site Leadership Program, the Journey to Leadership (JTL), Tier II, as part of its comprehensive ASC Leadership Development Program utilizing FY12 funding. The Government anticipates a base contract with 2 option years. The program will develop approximately 35 leaders per year using a custom designed curriculum. The program will be delivered at Rock Island Arsenal so that participants can work together as collaborative teams focusing on command level or Army-wide issues and opportunities throughout this developmental experience. By identifying high potential candidates and providing an integrated leadership development program, the ASC will ensure excellence in leadership for the future. 2. Description of Requirements 2.1 - The contractor must have comprehensive knowledge and experience working with the Department of the Army to include but not limited to: HQ, U. S. Army Sustainment Command (ASC), ASC Brigades, HQ, Joint Munitions Command (JMC), JMC installations, Garrison, and extensive knowledge in their missions, current affairs and world-wide status. Instructors must have the following combined qualifications: 2.1.1 - At least 5 years experience in designing and delivering leadership development programs and courses to include course topics listed below under "Program Training". Must coach participants on successful presentation methods. Must have extensive experience in facilitation and presentation skills. Able to teach methods and coach participants at all levels on successful presentation methods. 2.1.2 - Served as civilians in the government workforce for at least 5 years either in Human Resources or Training/Programs. 2.1.3 - Must be able to display knowledge of DA Civilians, Military, AMC and DA organizations. 2.1.4 - High energy, positive, enthusiastic training methods and techniques to maintain high tempo of program and enthusiasm of participants 2.1.5 - Capable of teaching throughout the entire program avoiding situations where substitute instructors are brought in to teach. One designated lead instructor to attend all training and coaching sessions 2.1.6 - Will coach participants, one-on-one and in a team environment, in areas of conflict resolution, mediation techniques, coaching and counseling practices, personal accountability, and communication. 2.1.7 - Proven methods for effective writing, professional interviewing, project management and delegation. Will critique student writing and provide recommendations. Will conduct mock interviewing sessions. 2.1.8 - Capable of facilitating engaging classroom discussions on all topics. Able to maintain the interest and attention of participants throughout the training period. Contractor will be required to provide assessments from previous instruction that show the class was enthusiastic about the training. 2.1.9 - Current knowledge of Government Ethics policies, specifically Joint Ethics Regulation (JER) 5500.7-R and knowledge of international cultural practices and behaviors. Capable of relaying this information in a positive manner to foster the inclusion and maintain the respect and dignity of all participants' ethnicity, religion, beliefs, etc. 2.1.10 - Certified to customize, deliver and provide feedback on a 360-Degree Assessment and in-depth personality instruments/assessments. Contractor must be current on automated methods of collecting input and producing reports for the 360-Degree Assessment Instrument. 2.1.11 - Extensive experience developing, customizing, and delivering/explaining personality and behavior assessments. Ability to provide participants with useful methods of applying this knowledge when working with different personalities in the workplace and with customers 2.1.12 - Extensive experience delivering and explaining assessments on topics such as Problem Solving and Communication. Must have assessments for other modules as needed. 2.1.13 - Knowledge of and ability to convey military fundamentals, the differences and similarities between the military and civilian cultures, and how to apply core Army values to civilian leadership. 3. Tier II Training: 3.1 - The first training session will be coordinated between the COR and the contractor 14 days prior to the start of that session. The COR will then coordinate the remaining four sessions for the 10-month period of performance (POP) of the contract. The COR will provide/coordinate a schedule with the contractor at the beginning of the program. 3.1.1 - Estimated Training Dates: 3.1.1.1 - Training Session 1 (May/June 2012): 40 hours (360 Degree review with the participants may include hours beyond the 40 hour designated training materials) 3.1.1.2 - Training Session 2 (July 2012): 40 hours 3.1.1.3 - Training Session 3 (September 2012): 40 hours 3.1.1.4 - Additional week for Harrison(or equivalent assessment) Coaching (must meet completion) 3.1.1.5 - Training Session 4 (November 2012): 40 hours 3.1.1.6 - Training Session 5 (February 2012): 40 hours 3.2 - One-on-one coaching time is required for participants throughout the program. This coaching may address but not be limited to: 3.2.1- Module Comprehension 3.2.2- Teaming issues/Conflict resolution 3.2.3- Personal Development Plan (ensure in line with 360 Degree review) 4. Summary of Training Characteristics: 4.1 - Training Orientation: The JTL Program Orientation will be performed by the COR. The COR will explain the full program requirements. Complete training dates for the five formal weeks of training, established with the contractor, will also be announced. The Orientation is held 2-3 weeks in advance of the first week of formal training. The contractor will provide the COR with the material(s) the participants need to complete the assessment. The COR will ensure all participants reply in a timely manner and ensure responses are to the contractor in order for them to complete the assessment. The contractor will generate Individual and group reports that will be provided during the first formal week of training and one-on-one feedback sessions during that week. Group report will be delivered by the contractor to the COR. Features of the 360 process include: 4.1.1 - 360 Feedback: Input from one's supervisor, peers, customers, and staff offering an enhanced picture of one's leadership skills through additional perspectives. Contact with government personnel will be coordinated by the COR. 4.1.2- Contractor will provide verbal comparison of one's individual job strengths and task proficiencies with what is required in the current or target job during 1st week of formal training. 4.1.3- Individual Feedback Report: Assessment data presented in graphic and narrative form highlighting job strengths and development needs. 4.1.4- Developmental Suggestions and Action Plan: To support one's identified developmental needs and assist in creating an individual leadership development plan. Coordinate with COR on each individual student to assist in identifying possible government organizations for participants to fulfill program requirements. 4.1.5 - Group Feedback Report: Cumulative report that identifies the overall leadership strengths and target areas for development. Contractor will deliver report to the COR. 4.1.6 - Professional Interpretation: Provided by expert facilitator for group sessions and individual consultations. 5. Program Training: 5.1 - The ASC JTL training will be conducted over a 10-month period with 5-weeks of formal training. The contractor will customize the program modules to meet training needs identified by the 360 assessment and other assessment tools utilized by JTL program. Instructor will be certified to conduct in-depth personality assessments such as: Harrison Inner View Assessment Instrument (sample will be submitted with proposal) or other assessment other than Myers-Briggs. Contractor will interpret the results and provide participants with a one-on-one coaching session to include career and personal goals. This coaching will be accomplished in a 40-hour timeframe between training sessions 3 and 4. The coaching sessions will be no less than 2 hours. Instructors will engage participants in classroom discussion, group exercises, role-playing opportunities, formal presentations, learning teams, reading assignments and introduce them to new and innovative leadership tools (i.e., Peaks and Valleys, Crucial Conversations, etc). 5.2 - In addition to the modules presented by the contractor, the COR will coordinate speakers from the ASC for each of the formal weeks. For example, week one will include a speaker on command mission, goals and objectives, values, current and future challenges facing AMC and ASC. Week two will include a panel discussion by various mid-level leaders (ASC, JMC, JMTC, etc.) on command missions, issues, opportunities, leadership strategies and career path planning, etc. Other special guests will be added to the training as needed. These special speaker sessions will be coordinated with the contractor at an opportune time in the training and will last no longer than 60 minutes each. 5.3 - The COR will require daily After Action Review (AAR) responses and weekly evaluations from the students on whether the program is meeting objectives, instructor performance, training material, etc. The COR will be responsible for providing feedback to the contractor regarding the AAR and weekly evaluations after each weeks session. 6. Training Topics: 6.1 - The training for this program will address, but is not limited to, the following knowledge, competencies and skills. Materials Requirement: 7.1 - The COR will schedule the conference rooms for each training session. The contractor will provide a copy of teaching material to the COR at least 21 days in advance of training session. Material will be reviewed by G3-Training staff within five (5) calendar days of receipt. Contractor will be open to modifying teaching modules based on student evaluations or AARs. For the first training week the contractor will provide a binder to hold the five weeks of training material. (Recommend 3-inch minimum) width. The binders will be shipped no later than ten (10) working days prior to the start of the program. The contractor will ship training material for each training week (total of 5 shipments) to the COR no later than ten (10) working days prior to the start of the class. 7.2- Contractor will supply any items necessary for assessments or ice-breakers/teaming activities that are unique to the activity. They will also need to supply a lap-top for presenting their modules during the formal training. 7.3 - During the fourth training session the Contractor will provide video equipment in order to tape dry-run presentations by the participants. The COR will maintain a copy of the presentations and will provide a copy to the participant. The contractor will not maintain any portion of the video presentations. The COR will ensure there is viewing equipment available for the critiquing process. This contractor will provide constructive feedback to each participant during the training session. 7.4 - Contractor will provide a Planner or other leadership tool that supports the learning process in the training modules (e.g., Time-management, Program Management). The contractor will also provide a graduation plaque to each participant with the COR providing the established design. The graduation plaque is a symbol of recognition - for completion of the program, the participant, and the agency. 8. Other Contractor Requirements: 8.1 - A pre- and post-test will be created and given by the contractor. The results will be evaluated by the contractor to determine growth. Results of each test will be provided to the COR. 8.2 - Contractor will require daily journals from the participants for reflection on the learning modules. Contractor and COR will provide feedback to the students as applicable. 8.3 - Contractor evaluations will be, if utilized, provided to the COR upon receipt from the participants and contractors review. 8.4 - Contractor will limit contact with participants to classroom setting. No pictures taken throughout the program will be used by the contractor. 8.5 -Teams are formulated during the first week of training. These teams will work together throughout the program on an ASC designated project to be presented at graduation. Contractor is not responsible for formulating teams, but will provide input to the COR. The contractor will instruct, and together with the COR, will be actively involved with the team(s) during classroom sessions. 9. Graduation Week Activities: 9.1 - Learning modules will be taught Monday and Tuesday of graduation week. Starting mid-week PowerPoint charts, speaker notes and other presentation techniques (i.e., use of microphones, video clips, presentation skills, etc.) will be reviewed. This will include constructive feedback during dry runs. The participant teams will be required to work necessary hours (possibly longer than an 8 hour business day) in order to complete their presentations to the level necessary for graduation. This includes but is not limited to the number of times the team(s) practice their briefings during graduation week, reviewing, recommending changes to briefings, etc. This will also require the contractor to have flexible work hours during this week in order to ensure participants strive to be successful in the graduation presentation. Each participant will be required to write a testimonial of their Journey to Leadership experience. Contractor and COR will ensure that they are written to reflect a positive image of the participant. The COR will provide conference room facilities. Contractor will facilitate/supply graduation week activities such as a dress rehearsal on Thursday, Graduation Ceremony, plaques, etc. They will also need to provide a lap-top for the graduation, same as during the training weeks. Additional Information: This RFI is issued solely for informational, planning purposes, and market research in accordance with FAR Part 10. Interested large and small businesses should provide a capability statement that demonstrates their capabilities and relevant past performance in leadership training as identified above. Capability statements should be submitted via e-mail to david.j.burke45.civ@mail.mil.. Responses should be submitted not later than 21 February 2012, 3:00 pm (central time). Telephone requests will not be honored. Your response should identify the size status of your company; whether it is a large or small business based on the NAICS code identified above. Your response should indicate whether your organization is a small disadvantaged business (SDB), Woman-Owned Small Business (WOSB), Service-Disabled-Veteran-Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) concern, Historically Black College and University (HBCU), or other educational and minority institutions. Participation in this effort is voluntary with no cost or obligation to be incurred by the government. As such, the government will not pay for any information or administrative cost incurred in response to this RFI. Responses will not be considered as proposals nor will any award be made as a result of the RFI. Furthermore, respondents will not be notified of the results of any review of this RFI; however, clarification of submissions may be requested by the Contracting Officer. Additionally, all submissions become government property and will not be returned. No basis for a claim against the government may arise as a result from a response to this RFI.
