Description
The US Forest Service, Olympic National Forest, intends to issue a sole source contract for operation and maintenance services of the Quinault Wastewater Treatment Plant (QWWTP) and wastewater collection system, located on the South shore of Lake Quinault, with the Quinault Indian Nation, Taholah, Washington. The contractor shall provide all management, tools, equipment and labor necessary to ensure the Quinault Wastewater Treatment Plant (QWWTP), associated equipment, and specific systems relating to the wastewater treatment system are operated, maintained, and repaired. The Quinault Wastewater Sewage System consists of: the Wastewater Treatment Plant (WWTP); two primary influent pumping stations; four secondary influent grinder pump stations; the associated influent collection piping; and five drain fields including the distribution lines, located along South Shore Road of Lake Quinault, Washington. O&M includes: normal maintenance tasks; periodic major maintenance tasks; coordination of disposal of sludge from the plant; emergency repair and callback services on the systems listed above; and testing and monitoring including: sampling, testing, and reporting. Services will be performed, as needed, seven (7) days per week for the contract period. The base period for this service is 1 April 2012 or date of award, whichever is later, through 31 March 2013, with 4 option years. The Quinault Indian Nation is available to provide services in the management of a sewage treatment plant operation since it maintains similar treatment plants and has certified operators. Other factors for the sole source include the complexity of maintaining and operating such plants, previous market survey shows there are no other certified operators within the area, and the work requires daily services, including weekends, holidays and late night emergencies. The Quinault Indian Nation's past performance shows they are capable of providing such services in an efficient and professional manner. The U.S. Forest Service, Olympic National Forest, intends to issue a firm-fixed price for the services stated. This action is taken pursuant to 41 U.S.C. 253(c) (5) as implemented by FAR 6-302-5, "Authorized or required by statute." The Tribal Forest Protection Act of 2004, 25 U.S.C. 3101 note, authorizes the Secretary of Agriculture to enter into a contract with an Indian tribe to carry out projects to protect Indian forest land. Under contract the Indian tribe may carry out activities to achieve land management goals for Federal land bordering on adjacent Indian forest land. The criteria for contract are: (1) The Indian forest land under the jurisdiction of the Indian tribe is adjacent to land under jurisdiction of the Forest Service; (2) The Forest Service land must pose a fire, disease, or other threat to the Indian forest land under the jurisdiction of the Indian tribe or to the tribal community; (3) The proposed contract activity is not already covered by a stewardship contract or other instrument; and (4) The Forest Service land involves a feature or circumstance unique to that Indian tribe. This proposed contract meets the criteria: (1) The Quinault Wastewater Treatment Plant (QWWTP) is on the South shore of Lake Quinault which is under the jurisdiction of the Quinault Indian Nation; (2) Quinault Wastewater Treatment Plant (QWWTP) processes up to 60,000 gallons of sewage per day. A malfunction at the plant would create an overflow directly into Lake Quinault. This is a direct threat to Lake Quinault and the tribal community (3) The proposed contract activity is currently being performed by the Quinault Indian Tribe under contract. (4) The Forest Service land is the South shore of Lake Quinault which is a significant feature of the Quinault Indian Nation's tribal land. The solicitation number assigned to this effort is AG-05G2-S-12-0004 and the contract resulting from the solicitation will be issued on or about fifteen (15) days after release of this notice. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a proposal which will be considered by the agency. Note: prospective awardee shall be registered in the Central Contractor Registration (CCR) data base prior to award.
