- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. It is being issued as Request for Quotation (RFQ) P12PS11018. The National Park Service, Bighorn Canyon National Recreation Area, has a requirement for the supply, delivery and installation of three propane meters per the following Statement of Work. This acquisition is a 100% small business set-aside; the National Park Service encourages the participation of veteran, disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code for this project is 334514 with a size standard of 500 employees, or 238220 with a size standard of $14.0 million. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service. QUOTES ARE DUE on March 15, 2012 at 1:30 PM Mountain Time and shall be delivered by the specified time to the National Park Service, Bighorn Canyon National Recreation Area. Quotes may be mailed to the contracting office address listed above, faxed to 406-666-2415 or emailed to Jay_Tobin@nps.gov; no oral quotations will be accepted. Quoters must furnish their company name, DUNS number, address, phone and fax number, email address, and official point of contact. All quotes must be signed by authorized company official and dated. Allquestions regarding this solicitation should be directed via e-mail to Jay_Tobin@nps.gov. Offers will be evaluated on the basis of lowest priced, technically acceptable offer, with technical acceptance being based on evaluation of the information provided with the offer. Any award resulting from this solicitation will be a Firm-Fixed-Price type contract. STATEMENT OF WORK Bighorn Canyon National Recreation Area has a requirement for the installation of three propane meters at the Fort Smith, MT Maintenance Shop, Administration Building, and Ranger Contact Station. The maintenance shop has a two inch supply line. There is an inoperative Schlumberger 1000 meter installed that will be replaced. The total BTU input requirement for the shop is 1,439,000 BTU. The administration building has a 3/4 inch supply line. There is no meter currently installed. The total input requirement is 441,000 BTU. The ranger contact station has a 3/4 Inch supply line and no meter installed. The total input requirement is 75,000 BTU. Meters shall comply with and be installed in accordance with Montana building code and NPGA standards. Offers shall include sufficient technical information about the meters being offered to confirm they meet the size and capacity requirements noted above, as well as the warranty provided and the qualifications of the technician(s) who would perform the installation. Photographs (.jpg format) of the supply lines at each building are available by e-mail upon request. There will be no formal site visit scheduled, however prospective contractors may visit the site by requesting an appointment via e-mail.
