Description
This is a sole-source synopsis that provides notification of the 30th Contracting Squadron's intent to extend contract FA4610-09-C-0004, Contractor Operated Civil Engineer Supply Store (COCESS) for a period of three months. The period of performance for this extension will be from 1 May 2012 through July 2012. This extension is needed to satisfy the 30th Space Wing's (30SW) COCESS requirement until award of COCESS solicitation FA4610-10-R-0004 can be completed. Not awarding a three-month extension would cause serious injury to the Government. The extension will be performed by the incumbent contractor, Hallmark Phoenix 7, 12425 Chimney Rock Road, Houston, TX 77035-5545. A competitive small business set-aside was awarded on 31 Mar 2009 to provide COCESS for the 30SW, Vandenberg AFB, CA. The COCESS contractor acquires, issues, delivers and stores a variety of materials, equipment parts, and supplies for construction, facility maintenance, repair and support of the 30th Civil Engineer Squadron (30 CES). COCESS is a simplified method for authorized personnel to purchase quality material(s) used on work orders for construction, recurring maintenance, and repair in support of 30 CES. The extension will provide for the continuation of uninterrupted services of the Vandenberg AFB operations described above. This three month contract extension is accomplished pursuant to 10 U.S.C. 2304(c) (1), 'Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements,' as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. This contract extension will further allow for the current procurement under FA4610-10-R-0004 to be accomplished and allow for a transition of the contract to a potential new contractor. Hallmark Phoenix 7 is the only responsible offeror for this requirement, as the Government would experience unacceptable delays in fulfilling the agency's requirements if this contract action is not completed before the current contract expiration date of 30 April 2012. Interested persons may identify their interest and capability to respond to the requirement specific to this action under FAR 6.302-1 within 15 days of this notice. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this requirement. A determination by the Government to extend the current contract and not compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to extend the current contract.
