Description
Criteria for A/E Sources Sought: The National Institute of Standards & Technology (NIST) is a Research & Development (R&D) facility with 52 buildings located on 232 hectare (578-acre) site in Gaithersburg, Maryland. The NIST site has approximately 3,424,353 gross square feet (GSF) of floor space including R&D, office, and service areas. The majorities of the building are brick exterior in construction and are approximately 45 - 55 years old. NIST is seeking information on qualified Small Businesses for an IDIQ A/E Design contract that are capable of providing Architecture and Engineering Services (NAICS Code 541330) with specialized experience in following types of projects: 1. Renovations of a central utility plant with water based cooling towers, minimum of 10,000 Tons capacity, servicing at least 5 buildings physically separated with each building consuming at least 200 tons. In addition, experience with a central plant (gas or fuel oil) that utilizes steam boiler(s) that has a minimum capacity of 50,000 lbs./hr. to at least five (5) interconnected buildings. 2. Medium voltage (13.8 kV) electric spot network renovations/additions that utilize at least three independent feeders. Spot network (as defined by IEEE standard 1547 sub clause 4.1.4)- A type of electric distribution system that uses two or more inter-tied transformers to supply an electrical network circuit and is generally used to supply power to a single customer or a small group of customers. 3. Mechanical and electrical laboratory design renovation experience for universities', colleges, state, federal and commercial facilities. The Steam and Chilled Water Generation Plant (S&CWGP), Building 302, produces steam, chilled water, and compressed air for the entire campus. Services are distributed throughout the NIST site through an underground network of piping systems. The Steam and Chilled Water Generation Plant also serves as a monitoring point for equipment alarms throughout the NIST site. Steam is produced at 150 psi by up to six steam generators located in the Steam and Chilled Water Generation Plant (four (4) nameplate-rated at 44,000 lbs./hr. and two (2) rated at 80,000 lbs./hr.). There are four (4) Union Iron Works boilers at 55MBtu/hr and two (2) English Boiler & Tube, Inc. at 99.8 MBtu/hr currently installed and operational. All boilers are dual-fired for natural gas and No. 2 fuel oil. The four (4) Union Iron Works boilers are original to the facility, installed in 1962. The last heating plant condition assessment was performed in 1995, which led to the boiler plant expansion project during which the two (2) remaining units were installed in 1998. There have been several construction upgrades to the feed water systems, condensate and fuel pumps, water treatment and other ancillary systems over the last 15 years, and a major project to replace and upgrade central plant controls has just been completed this year. Compressed air for pneumatic control devices (110 psig) is produced by four centrifugal air compressors rated at 533 CFM each. The NIST facility currently operates the heating plant under MDE permit 24-031-00323 with an expiration date of April 30, 2013. Although this new operating permit retains the emission standard of 0.25 lbs NOx per MBtu input limit, it is anticipated that compliance with stricter visible, NOx, and Sulfur Dioxide emission standards will be required for all future projects on boilers 1-4. Chilled water is produced at 42°F by six (6) centrifugal chillers, four (4) rated at 3,500 tons (with R-134a), and two (2) at 3,000 ton (with R-22). The six (6) centrifugal-chillers are cooled by eight (8) counter-flows evaporative - cooling tower cells currently undergoing construction, for a total available plant evaporative cooling capacity of 26,000 tons (completion planned for June 2012). In 2010 the chiller plant building extension and new cooling tower cell was completed to accommodate an increase of 3,500 refrigeration tons. One 3,500-ton refrigeration unit is installed, bringing the total Plant capacity to 23,500 tons, thereby increasing the Plant firm capacity from 16,500 tons to 20,000 tons. The new cooling towers 9 and 10 are separated from the original basins and can function "stand alone" since power is separately fed from Switchgear in Bldg. 316 electrical services building. This configuration also has separate plate heat exchangers and pumps to allow 2,000 tons of free-cooling during the winter months. In general, A/E services performed for NIST generally include evaluation, renovation, modification, replacement, and upgrading of mechanical systems, electrical systems, and scientific research labs. The work includes field investigation, surveying, and document preparation. Document preparation includes engineering feasibility studies, conceptual designs and reports, contract drawings and specifications, design calculations, cost estimates, and project schedules as defined within the Statement of Work. Specialized qualifications include experience in the evaluation and refurbishment of central plant chilled water systems, building mechanical and electrical systems especially in terms of a campus type facility or similar large-scale facility. The A/E firm shall have the ability to respond to specific tasks within the required time frame and in accordance with NIST Standard Guidelines.. Location of the firm must be within the general geographical area of NIST, Gaithersburg, Maryland campus, which is considered 70 miles as defined by a nationally recognized on-line mapping program. These services will be provided for a period of twelve (12) months with an option for renewal of four (4) additional twelve month periods. A fixed-price delivery order for specific services will be negotiated on an as need basis. This contract will have a monetary limit of a minimum of $5,000 and a maximum of $4,000,000.
