Description
The U. S. Postal Service (USPS) is seeking Qualification Statements from prime contractors wishing to be prequalified for an HVAC Replacement at the Charleston, WV Main Post Office. This USPS-owned facility is located at 1001 Lee Street East in Charleston, WV. The work includes, but is not limited to the following: Nine (9) new Variable Volume Packaged RTUs will be added, and three (3) existing RTUs serving the work floor area will be integrated into the new HVAC system. The existing AHUs and fan coil units (FCU) will be abandoned in place unless installation of the new HVAC equipment requires their removal. Air distribution systems will be modified to connect the new RTUs to the existing ductwork. Where no ductwork currently exists due to the use of FCUs, a new air distribution system will be installed to provide conditioned air to the mezzanine and mail floor levels. The existing obsolete and malfunctioning control system will be replaced by a USPS Standard Design compliant control system manufactured by Grid Point. The new control system will include a main control panel interface to manage the HVAC operations without the need of a workstation computer. New sensors and switches will be provided to monitor the new HVAC system and communicate data to the control panel. All work is to be done in accordance with USPS approved plans and specifications. This facility is an occupied functioning postal facility and there can be no disruption of postal operations. The total construction time for the project is 270 days; estimated cost range is $1,100,000.00 - $1,200,000.00. PRIMARY FACTORS TO BE CONSIDERED FOR PREQUALIFICATION are company background, eligibility, bonding and financial stability, safety, and comparable experience. Qualification Statements will be evaluated by qualified personnel selected by a USPS contracting officer. All firms will be notified within 30 days of receipt of their Qualification Statement as to prequalification status. Firms selected as being the most qualified for this project will be placed on the prequalification list. A Request for Proposals will be issued to pre-qualified firms at a later date. TO BE CONSIDERED FOR PREQUALIFICATION, A COMPANY MUST MEET THE FOLLOWING MINIMUM REQUIREMENTS: (1) Company must possess applicable license(s) for this type of work, as required by the State of West Virginia. (2) Company must have a minimum of five years experience in this type of work. Experience and past performance of key personnel on comparable projects may be considered toward meeting the five-year minimum requirement. (3) Contractor must be capable of obtaining performance and payment bonds for 100% of the contract price. (4) Contractors must provide their EMR rating. If your EMR rating is greater than 1.0, you must provide and explanation in order to be given further consideration for prequalification. (5) Company must submit information for a minimum of one and a maximum of five comparable projects that have either been completed within the past five years or are currently ongoing. Comparable projects are defined as HVAC projects with similar scopes and costs ($500,000 - $2,000,000). (6) Contractor must have office within 250 miles of the work site. This office must have been in operation for at least one year. TO OBTAIN A COPY OF THE QUALIFICATION STATEMENT, interested firms that meet the minimum requirements may contact Paige Lyne at jacquelyn.p.lyne@usps.gov. Please reference the solicitation number. Qualification Statements will not be returned.
