Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services is soliciting proposals on a small business set-aside basis for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to support dissemination and implementation efforts for AHRQ's Portfolios through a wide variety of knowledge transfer strategies and tactics. The solicitation and any documents relating to this requirement will only be available by downloading from the Internet through www.fedbizopps.gov. Interested Offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. It is anticipated that the solicitation will be available for downloading on or about 15 days after publication of this synopsis. AHRQ is the lead Federal agency charged with improving the quality, safety, effectiveness, and efficiency of health care. AHRQ sponsors and conducts research that provides evidence-based information about health care outcomes, quality, cost, use, and access. In addition, AHRQ is committed to writing, editing, and designing publications and other tools and materials that help our key target audiences understand how to put research findings and related products into practice. Equally important, AHRQ supports initiatives that disseminate and help move research into practice. As a result, health care decisionmakers (including consumers) are able to make informed decisions that improve the quality of health care services. AHRQ's Knowledge Transfer Program is intended to accelerate the dissemination and implementation of AHRQ's evidence-based products, tools, and research findings into the health care system. Over the past several years, AHRQ has focused more on producing impact from its evidence-based research findings-encouraging target audiences to put research findings into practice rather than simply disseminating or transferring information. AHRQ has found that, in order to achieve impact, many audiences require different types of materials and tools that make implementation of research findings more practical and actionable for them. Audiences have different health care information needs and may receive and respond to that information in a variety of ways. Continual input and feedback from target audiences allows AHRQ to better understand and respond to target audience informational needs. The Program utilizes two-way information exchange between AHRQ and its target audiences to create and disseminate effective tools, materials, and strategies to help implement AHRQ research findings. AHRQ has used a variety of strategies and tactics to reach target audiences and to encourage use and implementation of AHRQ's research, tools, and products. Some of the strategies and tactics include, but are not limited to, ongoing outreach to organizations and individuals through health communications and social marketing; partnership development; learning networks; educational outreach; individual and/or group technical assistance; events such as Web conferences, teleconferences, in-person meetings, conferences, forums, or symposia. These and other innovative approaches, including but not limited to, social media or Web 2.0 technologies, may be used to implement knowledge transfer projects. New tools and materials may need to be developed based on existing AHRQ research, tools and materials in order to best meet the evidence and information needs of specific target audiences. Specific objectives of Knowledge Transfer Task Orders (TOs) competed under this IDIQ contract vary and may include, but are not limited to: • Enhance awareness and knowledge among key target audiences about AHRQ's evidence-based products, tools, and research findings and how they may improve the quality of health care. • Assist target audiences in the actual implementation of AHRQ research, tools, and products. • Better understand target audience motivations and barriers to implementing AHRQ's evidence-based products, tools, and research findings. • Provide evidence-based tools and materials that meet the needs of specific target audiences in order to implement research findings. • Determine effectiveness of knowledge transfer activities. This mechanism will permit competition for multiple task orders that achieve the objectives stated above. To do so, Requests for Task Orders (RFTOs) under this master contract will cover a wide range of knowledge transfer activities including but not limited to: • Develop strategic knowledge transfer plans based on full understanding and familiarity of the target audiences to be reached; the relevant AHRQ portfolios, products, and materials to be disseminated; and any internal and external factors related to the project and AHRQ's products. • Conceptualize, develop, and test tools and materials for knowledge transfer and implementation of AHRQ research findings among target populations. Tools and materials may be new or synthesized from existing materials. • Implement plan for knowledge transfer of tools and materials to target populations using a variety of strategies and tactics. • Develop and collect metrics to determine the effectiveness of knowledge transfer. AHRQ anticipates awarding multiple Indefinite Delivery Indefinite Quantity contracts under this solicitation, each for a period of five years.
