Description
DESCRIPTION: This is a request for information only as defined in FAR 15.201(e). The government does not intend to award a contract from this announcement or to otherwise pay for the information solicited, but is seeking information on available sources capable of providing production of Gypcheck. For more than 20 years, the U.S. Department of Agriculture Forest Service has attempted to interest private industry in the production of Gypchek and TM-Biocontrol-1, viral insecticides registered with the US-EPA by the Forest Service to control the gypsy moth and Douglas-fir tussock moth, respectively. There have been several attempts to privatize but for various reasons none were productive. Both viral products have been used as important "niche" products in the Federal and State Cooperative Suppression Program for treatment of sensitive areas where other control applications would have unacceptable non-target consequences. The demand from 2002-2011 was 35,000 acres or about 3,500 acres/year for Gypchek and 30,000 acres or about 3,000 acres/year for TM-Biocontrol-1. The Forest Service wishes to transition out of production of these viruses to the private sector for continued development toward maximizing production and for long-term availability of both viruses or comparable viral products for use in government sponsored programs. GENERAL REQUIREMENTS: The purpose of this five part solicitation is to produce a unit price per acre equivalent (i.e. 4 x 1011 OB/acre equivalent for Gypchek and 8 x 1010 acre equivalent for TM-Biocontrol-1) for the production of 25,000 acre equivalents of viruses over 60 months. Part I (base year) of this solicitation is to provide a unit price per acre equivalent for the production of 2000 (plus or minus 5%) acre equivalents of either virus powdered formulation by August 31, 2013 (12 months from start date of August 1, 2012). The production will consist of rearing, infecting with gypsy moth nucleopolyhedrovirus or Douglas-fir tussock moth virus a sufficient number of larvae and processing into 2000 acre equivalents of a powdered formulation. This production will be based on the currently published protocols for producing Gypchek and TM-Biocontrol-1 powdered formulation as developed by the Forest Service (Doane and McManus 1981, Technical Bulletin 1584) and final report for contract AG-3604-P-08-027 (Sylvar Inc., Fredericton, NB). The published protocols for producing TM-Biocontrol-1 powdered formulation as developed by the Forest Service (Brooks, Stark and Campbell 1978 Technical Bulletin 1585). Part II (option year 1) of this solicitation is based on the successful completion of Part I. It is to provide a unit price equivalent for the production of 5,000 (plus or minus 5%) acre equivalents of virus powdered formulation. The production and characteristics of the powdered formulation are based on the above published protocols. This contract is for 12 months and will be initiated following the successful completion of Part I. Part III (option year 2) of this solicitation is based on the successful completion of Part II. It is to provide a unit price equivalent for the production of 6,000 (plus or minus 5%) acre equivalents of virus powdered formulation. The production and characteristics of the powdered formulation are based on the above published protocols. This contract is for 12 months and will be initiated following the successful completion of Part II. Part IV (option year 3) of this solicitation is based on the successful completion of Part III. It is to provide a unit price equivalent for the production of 6,000 (plus or minus 5%) acre equivalents of virus powdered formulation. The production and characteristics of the powdered formulation are based on the above published protocols. This contract is for 12 months and will be initiated following the successful completion of Part III. Part V (option year 4) of this solicitation is based on the successful completion of Part IV. It is to provide a unit price equivalent for the production of 6,000 (plus or minus 5%) acre equivalents of virus powdered formulation. The production and characteristics of the powdered formulation are based on the above published protocols. This contract is for 12 months and will be initiated following the successful completion of Part IV.
