- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to enter into negotiations on an other than full and open competition basis in accordance with FAR 6.302-1 to Lone Star Aerospace (LSA), Plano, TX to provide continued s predictive business and technology decision support services for the Naval Air Systems Command (NAVAIR) and the Naval Aviation Enterprise (NAE). This includes ongoing requirements analysis; analysis of existing data; collection and analysis of new data; Total Ownership Cost (TOC) Analysis and Simulations; Business Case Analysis and Simulations (BCAS); and development, operational support and spiral evolution of decision support models and related tools. Lone Star Aerospace is the only known company to provide the TruNavigator tool for integrating a sophisticated version of Bayesian inferencing with Monte Carlo analysis in a single highly-scalable device, facilitating a Delphi-like process which allows groups to consider multiple "what-if" benefits and consequences in real time, and quantitatively ranking all potential outcome options in terms of the areas of greatest potential. In addition to this proprietary tool, Lone Star Aerospace has collected a significant amount of NAVAIR data that will continue to be utilized through spiral development combining collected data with data from LSA-proprietary databases containing DoD technical, cost and programmatic information. Lone Star Aerospace is also the only known company to provide operational sustainment support for existing, fielded simulations. A Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type contract is contemplated for a period of performance of three years. The Level-of-Effort is estimated to be approximately 47,063 hours. Award will be made on or about June 27, 2012. This notice is not a request for competitive proposals; however, any firm believing that they can provide the required services may submit a written response to be received at the Contracting Office no later than 7 days after the date of publication of this notice. The firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and delivery of the product to the war fighter.
