- ARCHITECT-ENGINEERING (A/E) DESIGN SERVICES: The VA Medical Center, Atlanta, GA is seeking qualified A/E firms to furnish professional services for three (3) projects. The VAMC intends to award three (3) separate contracts. Project # 1 - Renovate mental health inpatient beds in units 2F and 2G of Building 110, Uptown Div., Augusta, GA. The final design/working drawings must work within current VA, AIA and joint commission design requirements and Department of Veterans Affairs design guide for December 2010 (http://www.cfm.va.gov/til/dGuide/dgMH.pdf). The design parameters include the implementation of all one and two bedrooms and bathrooms to conform with new patient privacy standards and mental health guides. Additional support facilities must also be included in the unit design to house fifteen (15) inpatients in two groups per unit. Examples of the support facilities are a day room, quite room, dining facility, nursing communication center, nursing report room, patient exam rooms, soiled linen storage, clean linen storage and outdoor patio space. The estimated construction cost for this renovation is approximately $6,000,000.00. Project # 2 - Renovate laboratory area to replace the existing stainless steel exterior wall panels covering the downtown division, Building 801 hospital and Building 802 energy plant. The design portion of the project will provide construction drawings to illustrate the replacement of the wall panels and recommended methods to access the carious wall sections. The design portion will also include field inspections by the A/E during the construction phase as well as providing as-build drawings at the end of the job. The estimated construction cost for this renovation is $4,000,000.00. Project # 3 - Security enhancement, Buildings 801 and 110 at the Augusta VAMC, Augusta, GA. The project will improve the functionality of the VA police consoles by replacing the existing setup, implement upgrades to access controls, lockdown management and perimeter security as well as provide additional camera coverage. It will also correct FEMA 452 deficiency issues that have arisen from a recent VA police security assessment. The design for the project will enable the damage potential to VA personnel and the facilities to be reduced. The resulting security and unit response of the necessary functions within the VA police department will be enhanced. The estimated construction cost for this renovation is $4,000,000.00. The A/E will be responsible for phasing recommendations, planning, consultation and visits, design work, preparation of contract drawings and specifications for construction bidding, perform constructability reviews at each design review, accessibility for maintenance and operation of all systems, complete or update the statement of conditions compliance document, preparation of cost estimated, participate in the reconciliation of VA and A/E cost estimated, perform energy review and analysis, drawings and specifications, demolition, construction, inspection, testing and certification of all work for the referenced project. Each project is 100% set aside for service-disabled veteran-owned small business (SDVOSB) concerns and the award of a firm fixed price for each project is anticipated. The NACIS code for these projects is 541310 and the applicable small business size standard is not more than $4.5 million in annual gross revenues averaged over the past three years. Interested parties shall ensure current state licensing, shall have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov, verified as a SDVOSB in VetBiz information pages (VIP) at hrrp://vip.vetbiz.gov and reporting to VETS 100 program at https://vets100.dol.gov.vets100login.htm. SDVOSB verification is mandatory to be considered for award. Due to the requirement for site visits and coordination on design reviews, the area for consideration for this acquisition is restricted to A/E firms with an operating office located within a 120 mile radius of the Augusta VAMC, Augusta, GA. Interested firms shall submit four (4) copies of their SF 330 with appropriate documentation to the Atlanta VAMC, Attn: Phillip Braswell, Room GC-125, 1670 Clairmont Rd., Decatur, GA 30033 not later than 2:00 PM local time Tuesday, March 12, 2012. The A/E selection criteria will include the following elements: management plan, past experience, professional qualifications, facility location, design approach, cost and schedule control, estimating effectiveness, experience and capabilities, awards received, circumstances and outcome of any litigation, type and amount of liability insurance and background of key personnel. Firms will be evaluated by an A/E evaluation board, scored and ranked according to score. The three (3) most qualified firms will be invited to interview with the evaluation/selection board and will be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. This is not a request for proposals and no materials will be issued and no solicitation package or bidder/plan holder list will be issued.
