Blank price list, to be filled out and submitted to Charles Dodson for evaluation. Basic terms and conditions for a blanket purchase agreement Description of work / requirements Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Attached blank price list is to be filled out by contractor and submitted for evaluation as directed below. The solicitation number is FA9301-12-A-0002. This Request for Quotation (RFQ) is issued for a Blanket Purchase Agreement (BPA) for filling/refilling, delivering, and hydrostatic testing for all government-owned 150 lb chlorine gas cylinders at Edwards AFB, CA. The contractor shall provide all management, personnel, tools, vehicles, supplies, materials, equipment, and labor necessary to provide services. Chlorine gas cylinders shall be serviced in a manner which ensures their reusability and which prevents them from deteriorating in value and reliability. Chlorine gas cylinders shall be serviced, hydrostatically tested, and stamped as needed. There are twenty-five cylinders that need hydrostatic testing once every five years. The estimated amount of chlorine gas to be delivered per year is 8100 lbs. The work shall be performed in accordance with the Statement of Work (attached). All work shall comply with government and commercial standards, whichever is more stringent. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55 and DFARS DPN 20120130. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) number is 541380. Small Business size standard is $12,000,000.00. Date of Delivery: See attached BPA Terms and Conditions. Place of delivery and performance: Edwards AFB, California. Attachments provided are: BPA Terms and Conditions, Statement of Work, and Price List (to be filled out by contractor). Multiple BPA’s may be issued. Quotes must be submitted no later than 4:00 p.m. (PST) on Tuesday 27 February 2012. The offer may be faxed or emailed to the Point of Contact below. Contract award is estimated to take place 9 March 2012. Potential offerors must be registered in CCR to be eligible for contract award or payment from any Department of Defense activity. Contractor must also be registered in Online Representations and Certifications Application (ORCA).
