Description
Combined Synopsis / Solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format inSubpart 12.6, as supplemented with additional information included in this notice. Thisannouncement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is OPM26-12-T-0004 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-55 dated February 2, 2012. The North American Industrial Classification System (NAICS) code is 561612, and the small business size standard is $18.5 million. This procurement is being set aside for small businesses in accordance with FAR Part 19. The Office of Personnel Management’s (OPM) HRS-HR Tools and Technology (HRTT) have a need for armed guard services contractor to provide adequate physical security for a secure information technology (IT) facility. OPM’s Macon, Georgia facility houses HRTT, which provides IT systems design, development, operations, management, and hosting for multiple secure systems that serve agencies Federal governmentwide and users worldwide, as well as OPM Chief Information Officer (CIO) network management support and Trusted Internet Connection (TIC) operations. The HRTT and CIO systems and operations supported and carried out at the Macon facility require a high level of physical security, which includes armed guards with the training and authority to apprehend, detain, and arrest violators, to meet customer and Federal information security requirements. OPM intends to award one Firm Fixed Price contract to the offeror that represents the best value to the government. The Period of Performance (POP) shall be five years (base year and four (4) one-year option periods). The base period will begin on May 1, 2012. Offerors are invited to submit their quotations to the Office of Personnel Management’s (OPM) Contracting Group in response to this notice by 3:00 PM Eastern Standard Time (EST), February 29, 2012. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Vito.Bertucci@opm.gov. Note: communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. In accordance with Title 38, United States Code, Section 4212(d), the U.S. Department of Labor (DOL), Veterans' Employment and Training Service (VETS) collects and compiles data on the Federal Contractor Program Veterans' Employment Report (VETS-100 Report) from Federal contractors and subcontractors who receive Federal contracts that meet the threshold amount of $25,000 or more prior to December 1, 2003 or $100,000 on or after December 1, 2003. The VETS-100/100A reporting cycle begins annually on August 1 and ends September 30. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
