- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB) intends to negotiate and award a non-competitive contract to Phoenix Air Group, Inc.(PAG), 100 Phoenix Air Drive SW, Cartersville, GA 30120. This sole source procurement will be awarded in accordance with FAR 6.302-1, under the authority of 41 U.S.C. 253 (c) (1), other than full and open competition, only one (1) responsible source and no other supplies or services will satisfy the Agency’s requirements. The period of performance will include a one year Base Year period with four one year Option Periods that will be subject to the availability of funding. PAG will be required to provide all supervision, labor, tools, equipment, materials, documentation, supplies, services testing, licenses, permits, parts, materials and shipping as necessary to perform directed television broadcast mission utilizing one (1) PAG owned Grumman Gulfstream I turboprop aircraft. The PAG aircraft include an installed U.S. Government television transmission system. This Airborne broadcasting platform is referred to as “AeroMarti.”. PAG will be responsible for conducting all directed AeroMarti broadcast missions, performing all necessary aircraft maintenance, and submitting a variety of monthly reports that will address actual flight hours, cost reimbursable charges, daily fueling reports, receipts, and summaries. PAG, under existing BBG contracts, has previously provided expert services to develop and make operational the AeroMarti airborne TV broadcast platform. Furthermore, they performed the necessary air/flight services to fly nightly missions to operate the onboard television systems. In performing this work, PAG has become fully aware of the complex operational and technical challenges associated with maintaining a 5 days-a-week airborne television broadcast station. This includes the operations of the onboard broadcast system in compliance with FCC Memorandum Opinion and Order No. 95-160, dated April 28, 1995 which mandates that the Agency maintain a “directional” TV signal broadcast to insure no objectionable interference to any domestic FCC licensee. Contractors who are interested in being considered as an alternative for this proposed contract award to PAG must have prior demonstrated and documented experience in delivering (or providing) an international broadcast operation with high powered television directional antenna systems as required by AeroMarti for the U.S. Government. The Contractor shall be responsible for all costs associated with installing the AeroMarti Airborne Broadcasting System in its aircraft. Interested Sources shall submit a comprehensive written “Capabilities Statement,” that is verifiable by the BBG in order to determine if the Contractor is responsible to this notice. Interested Sources shall identify their business size (i.e., small, large, etc.) and submit a comprehensive written “Capabilities Statement” that must include, at the minimum, the following: (1) Evidence of specific examples of the Contractor’s successful PAST PERFORMANCE with a minimum of five (5) years experience in providing specialized TV Air Services support; (2) SAMPLE PROJECT PLAN to include, but not limited to; an operations and maintenance schedule, on-site list of materials, aircraft support equipment, description of activities performed, timeline for the transition period and a budgetary estimate, (3) PAST PROJECTS: including the following information: project title, city, state, country, customer’s name, contract type, total contract amount, contract start and completion dates, summary of the description of the specialized TV air services from within the last two years, (4) REFERENCES: Reference information for the past projects listed including the name and title, current address, city, state, country, email and telephone number for the reference, (5) TECHNICAL PERFORMANCE: clearly describe their ability to provide specialized TV air services support and submit appropriate technical documentation describing the ability of all proposed team members for the above, and (6) AIRCRAFT: provide evidence of having immediate access to the required Grumman Gulfstream I turboprop aircraft. The Capability Statement received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Notice of Intent is not a request for competitive price proposals. Any questions regarding this Notice, including a request for a description or a listing of specific information needed to prepare a Capability Statement, shall be in writing and submitted to the Contract Specialist, Myria Carpenter via facsimile at (202) 382-7870 or E-mail at mecarpen@bbg.gov. The deadline for receipt of questions regarding this notice is 12 noon Eastern Daylight Time (EDT), February 16, 2012. Telephone, email or faxed Capability Statements are NOT acceptable and will NOT be considered. The Capability Statement must be received in writing by 1 2:00 PM Eastern Daylight Time (EDT), February 27, 2012.
